Packaging and Quality Assurance Engineer

Brief Description Sierra7, Inc. is seeking a skilled Packaging and Quality Assurance Engineer to support application packaging, testing, and quality assurance for the Department of Veterans Affairs (VA) Application Packaging for Windows Client Operating System initiative. This individual will create, validate, and troubleshoot packaged applications, ensuring they meet VA enterprise requirements for functionality, performance, security, and compatibility. This role will work closely with the Lead Packaging Engineer, security analysts, and deployment teams to deliver high-quality, compliant application packages. Position Responsibilities Serve as a Point of Contact (POC) for all intake items (approximately 900 per year), managing the workflow from initial request to production deployment readiness. Create, test, and complete an average of 10 application packages per week using Admin Studio, adhering to a five-business-day turnaround for standard requests and one-business-day for emergency requests. Build and customize application installers (MSI, EXE) and create required documentation using VA DDE templates. Execute functional, compatibility, and regression testing of packaged applications to verify stability and performance against VA standards. Use the VAs instance of Microsoft Power Apps, SharePoint, and ServiceNow for tracking and reporting status on all intake and packaging activities. Troubleshoot packaging issues, defects, and compatibility problems; provide timely resolution and retesting. Collaborate with security analysts to verify packages meet vulnerability, compliance, and baseline requirements. Provide assistance to VA staff during field testing by answering questions and resolving issues with specific packages via email, instant messaging, or phone. Report progress, issues, and risks to the Lead Packaging and QA Engineer and attend daily Windows client engineering conference calls.

Requirements

Proficiency with packaging tools such as Admin Studio, Flexera, SCCM, App-V, or MSIX. Strong knowledge of MSI packaging, transforms (MST), and scripting (PowerShell, VBScript, etc.). Experience performing QA testing, troubleshooting, and defect resolution for packaged applications. Familiarity with VA-furnished platforms such as Microsoft Power Apps, SharePoint, ServiceNow. Familiarity with enterprise deployment and patch management processes. Strong problem-solving, analytical, and documentation skills. Ability to work collaboratively in a team environment and adapt to evolving project needs. Ability to produce and maintain technical documentation and reports. Prior experience supporting VA or other Federal IT programs, preferred. Knowledge of VA enterprise client operating system environments, TRM standards, and cybersecurity requirements. Experience with Agile delivery practices and collaboration tools (e.g., Jira, Azure DevOps). Must be able to effectively communicate in person, over video conferencing, and by phone. The ability to operate in a high stress, high volume environment. Must be able to obtain government public trust.

Education & Experience

Bachelors degree in computer science, electronics engineering, information technology, or other engineering or technical discipline (8 years of additional relevant experience may be considered in lieu of degree) 3-5 years of hands-on experience in application packaging for Windows environments. Relevant Microsoft or packaging-related certifications (e.g., MCSA, MCSE, Flexera), desired.
