Position Number: 22088868 County: Pulaski Posting End Date: 09/26/2025 Role and Responsibilities The working title of this position is Recovery Branch Manager within the Office of Recovery and Mitigation. This position will advise the Recovery and Mitigation Deputy Director/State Coordinating Officer on all disaster recovery matters and provide program recommendations. Supervise branch staff and complete annual evaluations; plan, administer, and monitor state and federal disaster recovery operations and grants. Ensure that all state and federal grant programs comply with state and federal laws, regulations, policies, and the administrative and audit requirements of 44 CFR and 2 CFR. Prepare and coordinate preliminary damage assessments, Governor's disaster proclamations and executive orders, and Presidential letters requesting emergency and/or major disaster declarations. Maintain the budget and state requirements of the Governor's Response and Recovery Fund; review and audit grant documentation; request and administer grant funding; coordinate site inspections. Coordinate and communicate with disaster applicants, and local, state, and federal officials on disaster-related needs or guidance; provide guidance and technical assistance to applicants; ensure quarterly reports and administrative plans are complete. Coordinate ongoing progress of recovery planning; be available 24/7/365 for disaster recovery/emergency operations and support SEOC activation; travel as required. Perform other duties as assigned.
Knowledge, Skills, and Abilities
Advanced knowledge of grant management processes, compliance regulations, and funding opportunities. Expertise in budget management, financial reporting, and cost allocation. Strong leadership and team management skills; ability to mentor and develop staff. Excellent communication and negotiation skills; ability to liaise with internal and external stakeholders. Strong analytical skills for assessing program effectiveness; proficiency in grant management software and Microsoft Office Suite.
Qualifications
Minimum Qualifications: Three (3) years supervisory experience, including employee evaluations; excellent customer service, communication, interpersonal, leadership, coaching, and conflict resolution skills; excellent time and project management skills; experience in developing and monitoring grant programs and projects; knowledge of grant and budget transactions; 24/7/365 availability for disaster recovery/emergency operations. Preferred Qualifications: Experience in State and Federal grants and budgets; ability to interpret guidance and policy documents; strong computer skills and proficiency with Microsoft Office Suite (Microsoft 365).
