Strategic Sourcing Director

The Director of Strategic Sourcing provides strategic direction and oversight of procurement, contracting and payable activities within the Department of Health and Human Services (ND HHS), so we can deliver services to those who need them most - on time, in the right place, and within the law.

As the

Director of Strategic Sourcing , you will manage the acquisition of goods, services, technology, and professional contracts in compliance with federal and state laws, with a focus on transparency, efficiency, and value. Procurement includes:

grant agreements leading to more than 3,000 contracts contract management and review more than 550 ongoing capital improvement projects, IT projects large and small, alternate procurements, emergency purchases vendor management accounts payable You will be expected to stand up and lead a Center of Excellence to include vendor management, centralized purchasing and a redesigned contract management system. Furthermore, you will build strong internal and external relationships that helps us earn trust, achieve results, and deliver services to those who need them most.

Most importantly, you will lead and mentor a team of procurement professionals, contract managers, analysts, and payables staff to the highest levels of performance and teamwork.

To thrive in this position , you must bring a strategic mindset focused on driving cost savings, enhancing service quality, and reducing risk. It will require the ability to balance strategic planning with effective conflict resolution, as well as strong negotiation skills to ensure clear and consistent communication with all stakeholders. You will need a solid understanding of contract lifecycle management as well as familiarity with payment terms, cash flow impact, and strategies for optimizing working capital.

To be considered for this position , you must have

a bachelor's degree in business administration, public administration, supply chain management, or related field (master's degree is preferred) a minimum of seven (7) years in increasingly complex roles requiring expert knowledge in strategic planning, sourcing, procurement and contracting, with five (5) of those years in a leadership role Proficiency in ERP/procurement systems Demonstrated success collaborating cross-functionally with legal, finance, and operations. Demonstrated ability to streamline workflows without loss of quality Demonstrated familiarity with payment terms, cash flow impact, and strategies for optimizing working capital through AP. Location : This position will require meetings with several directors to build meaningful relationships and therefore will be located in Bismarck, ND.
