Revenue Compliance Director

The ND Department of Trust Lands has an opening for a full-time Revenue Compliance Director located onsite in the Bismarck, ND office.

The Division is responsible for assuring timely and accurate revenue accounting for all Department revenues. The Department is charged with managing the revenues contributing to the permanent educational trust funds and assets under the Board of University and School Lands control. Hiring Salary Range:

$130,000 to $150,000 annually ($10,833 to $12,500 monthly)

Position Location:

Bismarck, ND

Every day as the Revenue Compliance Director,

you will play an integral role as a member of the leadership team, managing the fiduciary responsibilities for more than $11 billion in net assets under the ND Board of University and School Lands control.

You will:

Lead and manage the Revenue Compliance Division staff and operations. Oversee royalty reporting and auditing for approx. 9,000 oil wells and 10,000+ leases. Serve as the Department's sole authorized wire transfer officer, managing fund transfers with financial institutions. Ensure compliance with contracts, the Constitution, ND statutes, administrative rules, board policies, and internal controls. Direct audit programs and resolve audit findings, supporting dispute resolution and settlements. Lead accurate distribution of complex royalty data, managing nearly $1 billion in royalty revenue every biennium. Collaborate with internal and external stakeholders including the Land Board, Attorney General's Office, Governor's Office, and other state agencies. Minimum Qualifications: A bachelor's degree in accounting, Finance, Statistics, Economics, Business AND at least 6 years professional experience in any of the following: auditing, oil & gas royalty accounting or mineral leasing.

Preferred Qualifications:

Experience with Microsoft Dynamics software, including Customer Engagement and Finance & Operations. Experience working with audit resolution and state-level legislation.
