The Licensing Finance and Systems Supervisor is a Temporary Unclassified opportunity for approximately two (2) years. This position plans and directs multiple, major administrative and technical functions in the Licensing Division including financial management, payment and invoice processing, compliance and reporting processes, information technology systems and product support, internal legislative policy implementation, strategic planning initiatives, and internal administrative support.

Responsibilities include but are not limited to:

Leads the division's continuous improvement and innovation initiatives to bring consistency and efficiency to division operations.

Business Sponsor of all MN.IT projects and sits on the Operations Administration's Project and Prioritization Workgroup.

Assists the Operations, Planning, & Quality Assurance Manager in identifying and facilitating cross-divisional collaboration projects with the Program Integrity Oversight Division (PIOD), which is also located within the Office of Inspector General (OIG).

Coordinates and collaborates with other Department of Human Services (DHS) divisions, other state agencies, county and private agencies, and external stakeholders on division initiatives.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

Experience as a supervisor, lead worker, team lead, project lead;

Completion of a State of Minnesota leadership program (e.g. ELI, L4);

A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

1+ year of experience identifying issues, goals and strategic actions

100+ hours per year time commitment

AND

Three (3) years of experience developing a business unit's organizational infrastructure and operating principles.

AND

Experience must demonstrate the following:

Oversees quality control of business unit's electronic document storage/databases and record retention practices.

Perform hiring employee procedures and responsibilities surrounding employee performance.

Understanding of legislative processes to direct budgetary preparation and administration of appropriate fundings.

Preferred Qualifications

Knowledge of:

Mission, goals and objectives of Department of Human Services (DHS), the Office of Inspector General (OIG), and the Licensing Division.

State and county human services delivery and management systems.

Methodologies used in a regulatory agencies and state and federal policies related to children and families, persons with developmental disabilities, mental health, substance use disorder, and elderly populations.

Data privacy laws and rules such as the Minnesota Government Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA).

Principles of administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.

Ability to manage resources and projects and anticipate needs based on knowledge of Licensing service delivery activities and direction.

Strategic planning sufficient to guide critical resource and program activity decisions through processes that include many levels and stakeholders.

Develop and maintain function-based education and training plans.

Advanced knowledge of project management methods, principles, and approaches; and the complex auditing techniques and the circumstances in which they are used.

Skilled at Microsoft Office Suite, including Word, Excel, Access, PowerPoint, Visio and SharePoint.

Variety of experiences working effectively with others from different backgrounds and cultures.
