The City of Norfolk's Department of Human Resources is currently seeking a Classification & Compensation Analyst. This position will research job requirements and evaluate job positions to ensure the organization is competitive in the areas of salaries and employee benefits. Essential functions include but are not limited to:
Reviews and analyzes job duties to determine scope of work including assessing and evaluating jobs to determine grade, classification, and market value for new positions, as well as requests for compensation increase, structure, grade, and title changes.
Research employee’s total rewards in similar localities; based on findings, recommend changes or updates to the organization’s existing total rewards or policies to ensure external competitiveness and legal compliance.
Prepares and maintains job classifications and their respective duties to determine classification as exempt or nonexempt and appropriate salary range.
Advises management on applicable state and federal employment regulations, benefits and compensation policies, and human resource procedures.
Functioning as a strategic business partner by serving as a consultant and performing reclassification requests as necessary.
Maintains integrity of HR data tools by ensuring accurate and consistent input. Performs regular audits and addresses data discrepancy concerns.
Monitoring and answering queries in a timely manner to a functional email inbox and escalating issues when appropriate.
Preparing reports on findings, presenting recommendations, and recommending alternative means/strategies related to compensation.
Identifying needed improvements in the City's Human Resources processes and implementing process efficiencies.
Completing special projects and assignments with a high degree of skills and expertise.
Performs other related duties as assigned.
Required Skills/Abilities:
Extensive knowledge of quantitative and qualitative research methods.
Extensive knowledge of human resource laws, regulations and best practices.
Excellent verbal, written communication skills, presentation, and facilitation skills as well as interpersonal and consultative skills.
Excellent organizational and time management skills.
Highly proficient Excel and technology skills enabling the ability to collect, evaluate, and report key metrics.
Minimum Qualifications:
Bachelor’s degree in Human Resources or related field required.
SHRM-CP or SHRM-SCP preferred.
One to three years of experience as a compensation analyst required.
