Maintenance Technician

Craven County $55,653.00 Annually New Bern, NC Full-Time Job Number: 10788 Department: Maintenance Opening Date: 12/06/2024 Closing Date: Continuous Primary Purpose Under limited supervision of an HVAC/R Tech II or the Facilities Director, this position performs semi-skilled and skilled work in the maintenance and repair of County buildings and facilities, with particular emphasis on heat, ventilation, air conditioning systems, and refrigeration installation and repair. Work involves specific diagnostic analysis of HAVC/R systems, preventative maintenance on all heating, air conditioning, refrigeration, and ventilation systems of all buildings. Employee is responsible for troubleshooting systems and coordinating with the Facilities Director or his designee to contract with vendors when needed for major repairs or replacement of entire systems. Employee is on call 24 hours per day. Reports to the HVAC/R II Technician and the Facilities Director. Essential Functions Assumes secondary responsibility for monitoring, servicing, and the repairing of heating, ventilation, air conditioning and refrigeration systems in County buildings and facilities, including air handler units, chillers, air conditioning units, boilers, furnaces, heat pumps, hot water pumps, etc.; calibrates electronic and pneumatic controls; checks thermostats, changes belts, bearings, motors, filters, air dryers, and compressors; cleans coils; performs scheduled maintenance on heating and cooling equipment; performs electrical work as required, including pulling new wires, rewiring heating and air conditioning systems and thermostat locations. Assesses condition, performance and warranty status of HVAC/R equipment to assist in the generation of figures for annual budget needs. Services, repairs, and maintains ice machines, commercial/residential refrigerators, freezers, etc. Orders and purchases supplies and materials as required by jobs. Complies and enters data for preventative maintenance records on HVAC/R specific equipment and chemical treatment for various cold/hot water systems. Performs related duties as required. May be required to serve during times of disaster. Minimum Education and Experience Associates degree in Building Maintenance Technologies or graduation from high school and five to seven years of experience in construction trades or building maintenance work with emphasis on HVAC/R skills and/or any combination of training and experience which provides the required skills, knowledge and abilities. Special Requirements Possession of a valid North Carolina driver's license. Possession of NC State Board of Refrigeration Examiners Universal EPA Certification. Possession of a valid NC Board of Plumbing, Heating and Fire Sprinkler License for H1, 2, or 3 or NC State Board of Refrigeration Examiners Refrigeration Contractor's License. Knowledge, Skills, and Abilities Considerable knowledge of heat, ventilation and air conditioning system installation and maintenance. Considerable knowledge of common problems and indications of such problems with heat, ventilation and air conditioning systems. Considerable knowledge of the tools and equipment used in the installation and repair of heat and air systems, controls, mechanical machinery and equipment in County buildings and facilities. Considerable knowledge of the occupational hazards and safety precautions of electrical work and other trades required of the position. General knowledge of approved electrical methods, practices, code requirements and safety standards. Working knowledge of the operating characteristics and maintenance requirements of assigned equipment. Skill in the use and care of hand and power tools and equipment necessary to perform heat and air systems installation and repair tasks. Ability to understand and follow oral and written instructions. Ability to read and interpret blueprints, diagrams and schematic drawings. Ability to perform manual labor for extended periods of time as required by work assignments. Ability to establish and maintain effective working relationships as necessitated by work assignments. Ability to maintain readiness to work on a 24 hour on call basis. Physical Requirements Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform very medium work exerting in excess of 50 pounds of force occasionally, and/or in excess of 20 pounds of force frequently, and/or in excess of 10 pounds of force constantly to lift objects. Must possess the visual acuity to work with data and figures, operate a computer, use measuring devices, operate equipment and vehicles, monitor work site progress, and inspect and assure the accuracy and thoroughness of work. Craven County offers regular full-time employees a wide variety of employee benefits including: Health Insurance is provided by ACS Benefits Services and covers a wide variety of healthcare services. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own cost. Dental Insurance is provided through the Delta Dental PPO and Delta Dental Premier network administered by ACS Benefits Services. It covers a percentage of basic to major dental procedures, including orthodontia for children. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own expense. Craven County provides eligible employees with $10,000 life insurance and accidental death and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense. Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost. Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%. Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave. Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina. County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary. Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000. Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year. County employees are also offered a variety of supplemental benefits to select at their own expense such as Life Insurance, Vision Insurance, Flexible Spending Accounts, Critical Care policies, Cancer policies, Long-term Care policies, Hospitalization policies, 457b Deferred Compensation Plan and Aflac.
