HOUSING AND COMMUNITY DEVELOPMENT ADMINISTRATOR – County of Maui Description

NOTE: THIS IS A NON-CIVIL SERVICE POSITION. The Department of Housing is seeking a highly motivated and experienced leader to serve as the Administrator of the Housing & Community Development Division (HCD). Under the general supervision of the Deputy Director, this position is responsible for directing the activities and operations of the HCD to support efforts to create affordable housing for Maui County residents. This is a key leadership position within the Department of Housing. The successful candidate will play a critical role in shaping and advancing Maui County’s affordable housing strategies. Examples of Duties

Plan, manage, and direct the Division’s programs and operations, including budget preparation, staff supervision, and financial oversight. Cultivate and maintain partnerships with developers, builders, government agencies, and community stakeholders to advance affordable housing initiatives. Oversee the development of housing projects on County-owned parcels and coordinate proposals under HRS Chapter 201H and Maui County Code Chapters 2.97 and 16.28. Direct project evaluation, negotiation, procurement, and compliance with County, State, and Federal regulations. Develop proposals for revisions to laws, administrative rules, and guidelines to strengthen affordable housing efforts. Represent the Department in meetings, hearings, and community events, and provide recommendations to the Director on all HCD matters. Minimum Qualification Requirements

Ideal candidates will possess the following qualifications; however, comparable training and experience may be considered as a substitution. Graduation from an accredited college or university with a bachelor’s degree in business or public administration, economics, or a related field. Six (6) years of experience in housing or property management or development, including feasibility analysis, real estate transactions, and appraisals and two (2) years of administrative experience. Knowledge Of

Principles and practices of administration; Federal, state, and county housing development and urban renewal laws, ordinances, rules, and regulations; Federal HOME Investment Partnership Program and Section 8 Housing Choice Voucher Program. Preparation and/or review of housing development plans; Rules, regulations, documents, legal forms, techniques, and methods used in real estate transactions. Ability To

Plan and administer affordable housing programs; interpret laws, rules, and regulations. Prepare and present oral and written reports; analyze and evaluate statistical data and reports. Establish and maintain effective working relationships with others and the public. Compensation and How to Apply
