Salary: $5,369.00 Monthly Location: Maui County (various), HI Job Type: Permanent Full-Time Job Number: R-11879 Department: Department of Agriculture Opening Date: 09/19/2025 Closing Date: 10/7/2025 11:59 PM Hawaii Description: Performs the full range of public relations and informational activities for the Department of Agriculture to include advocating for education of agriculture literacy and agricultural community needs; serves as a primary resource specialist and liaison for the department and the agriculture community to mediate complaints and recommend appropriate action(s); performs outreach initiatives; and performs other related duties as required. This class is distinguished by its responsibility for performing the full range of public relations and informational activities for the Department of Agriculture to include advocating for education of agriculture literacy and agricultural community needs; serves as a primary resource specialist and liaison for the department and the agriculture community to mediate complaints and recommend appropriate action; and performs outreach initiatives. Examples of Duties

Serves as a neutral and impartial liaison for the agricultural community to mediate complaints; Intakes verbal and written inquiries, input, and complaints and identifies key issues for resolution at the lowest-level or refers appropriate action; Identifies district-based agricultural issues Countywide (including Molokai and Lanai) and provides resolutions and appropriate actions; Works closely with the Department of the Corporation Counsel towards conflict resolution; Prepares and provides technical reports; Advocates for education of agriculture literacy; Develops and maintains effective partnerships and relationships with lessees, community stakeholders, and other groups; Conveys market intelligence to lessees to increase agriculture literacy and enhance the farmers' production potential; Coordinates training programs to provide lessees with technical, administrative, and compliance knowledge and skills; Collaborates with partners and lessees to demonstrate production of new commodities and best agricultural practices; Educates and presents at various educational agricultural community halls and performs outreach initiatives; Promotes compliance with State and County regulations, policies, guidelines and requirements; Assists the Director and/or Deputy Director to develop, implement, and manage an audit system of standardized criteria to assess park conditions, tenant's agricultural productivity, lease compliance, and other issues; Keeps abreast of State and County compliance regulations, policies, guidelines and requirements; Prepares and submits testimonies and tracks County, State, and Federal legislation in support of agricultural community needs and provides recommendations to Directors and/or Deputy Director; Advocates for streamlining agriculture-related County permitting processes; May require travel to Molokai and Lanai, after-hours and weekends; Performs other related duties as required. Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in horticulture, landscape architecture, agriculture, sustainability horticulture, communications, public administration, or a related field and two (2) years of progressively responsible experience in the field of agriculture, public relations, or public administration. License Requirements: Possession of a valid Hawaii State driver’s license (Type 3). Knowledge of: the principles and practices of agriculture; principles and practices of public relations; principles of motivation and group dynamics; employee and public involvement strategies; technologies and tools used for community presentations including geographic information systems, drones, sensors, and cameras; report writing; principles and practices of supervision. Ability to: formulate ideas and express them clearly and concisely orally and in writing; work cooperatively with employees, other government officials, and the general public; communicate effectively with the various segments of the public; plan and execute informational programs; organize and facilitate meetings; prepare clear and concise reports; research data; communicate clearly and foster good relationships.
