The Deputy Chief People Officer will work closely with the Chief People Officer to develop and implement Metro’s Chief People Office programs, initiatives, and activities to ensure focus on employee career pathways and well-being. Base pay range

Duties and Responsibilities

Supports the Chief People Officer in directing the workplan and actions of an assigned area or areas within the Chief People Office Provides leadership and direction, through subordinate management, to the areas of Recruitment and Selection, Classification and Compensation, Talent Development (including Strategic Hiring initiative and Next Gen) and supports areas of Employee Engagement and Workforce Services Represents Metro at meetings and conferences with public agencies, the private sector, public and corporate officials, and the general public to secure support and create partnerships Represents the Chief People Officer and Chief Executive Officer (CEO) at meetings Serves as liaison to Metro Board of Directors on Chief People Office issues Plans and implements department goals and objectives, encourages innovation, facilitates, and monitors progress, and administers department budgets Consults and confers with government officials on provisions of applicable law and acts governing Metro Prepares and presents written and oral reports to Chief People Officer, CEO, the Board of Directors, and outside agencies Participates in the preparation and presentation of issues for litigation, coordinates with attorneys Advises the Chief People Officer and CEO on significant matters and undertakes special projects as directed Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; maintains accountability for safety performance of all assigned employees Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out May be required to perform other related job duties

Theories, principles, and practices of human resources management, including training and employee and labor relation management Theories, principles, and practices of program areas related to administrative services for a large public agency or private entity Labor law and applicable local, state, and federal laws, rules, and regulations governing the public sector Social, political, labor, economic, environmental, and operating trends throughout transit and other related industries Union philosophies and general concepts of labor agreements Administrative principles and methods, including goal setting, program and budget development and implementation Modern and innovative management theory Diversity, equity, and inclusion principles in the workforce

Requirements for Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

Bachelor's Degree in Business Administration, Industrial Relations, Law, or a related field; Master’s Degree in a related field or Juris Doctorate preferred

Experience

Five years of relevant executive management-level experience performing professional work in all areas of human resources including labor relations, recruitment, classification and compensation

Preferred Qualifications

Direct experience with the development and administration of salary structures, ensuring market alignment, internal equity, and merit-based systems Direct experience overseeing full-cycle recruitment, including innovative sourcing strategies, collaboration with consultants/contractors to fill critical vacancies, implementing diverse outreach efforts, developing strategies for attracting and retaining talent, and managing workforce transitions such as reductions in force, offboarding, and exit interviews Lead strategic initiatives to modernize HR Operations by reducing time-to-hire through process optimization and automation, streamlining pension program administration, and implementing advanced data-driven reporting tools Utilize Excel and Power BI to develop actionable analytics, draft comprehensive reports for executive and board review, and drive efforts to lower vacancy rates Oversee planning and execution of large-scale organizational events, ensuring alignment with HR’s operational and strategic goals Experience managing grant-related programs and projects, including writing grants, and/or complying with grant requirements Experience writing business proposals and making presentations to diverse audiences such as internal departments, Board of Directors, and community and government stakeholders Experience delivering and/or educating on community revitalization programs to neighborhoods, such as infrastructure, art, employment, or education

Certifications/Licenses/Special Requirements

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
