Job Description Transform process into mission advantage as a

Configuration Management (CM) Analyst

with GDIT.

You’ll safeguard technical baselines and documentation that power Navy Consolidated Afloat Networks and Enterprise Services (CANES) and related tactical network capabilities with NIWC Pacific (Codes 55131/55132/55133) in support of PMW-160 Tactical Networks. If you thrive at the intersection of engineering rigor, data integrity, and disciplined change control, this role is for you.

MEANINGFUL WORK AND PERSONAL IMPACT

Lead end-to-end CM for hardware, software, and documentation baselines across ashore/afloat/subsurface/airborne domains; maintain Functional, Allocated, and Product baselines for each Configuration Item (CI)/Computer Software CI (CSCI).

Operate NAVWAR CMPro as the system of record: create/maintain part masters, BoMs, effectivity, as-built/as-maintained configurations, and configuration status accounting dashboards.

Plan and execute configuration audits (FCAs/PCAs); reconcile deltas among drawings, specifications, interface control documents (ICDs), and installation “as-builts.”

Author, route, and adjudicate change packages (ECR/EPR/ECN/ECP, RFC/RFD/RFW); manage review cycles and decision records for CCB/PTRB/FRCB forums; track actions to closure.

Control and publish baseline documents and databases: schematics, rack elevations, cabling, power/HVAC calcs, IDPs, BESEPs, SHIPALT packages, SOPs, CITIS inputs, test plans/reports, and production data.

Synchronize CM with requirements/test data: maintain traceability between DOORS modules, Requirements Traceability Matrices (RTMs), and verification artifacts in T&E Database (TEDB).

Support Developmental Test & Evaluation (DT&E), System Operational Verification Tests (SOVTs), and readiness reviews (TRR/IBR), ensuring configurations match approved test builds.

Integrate CM with cybersecurity posture: align configuration identifiers with ATO/IATT packages in eMASS and link approved hardware/software lists to DISA STIG/patch levels.

Provide configuration reporting to IPTs/WIPTs; develop CM plans, workflows, metrics, and work instructions aligned to EIA-649, MIL-HDBK-61A, IEEE 828, and PMW-160 governance.

Mentor engineers and document controllers on CMPro usage, numbering schemes, markup/redline practices, and digital thread/PLM handoffs.

WHAT YOU’LL NEED TO SUCCEED (Required):

Security Clearance:

Active Secret clearance

Experience:

5+ years in configuration management or product data management for complex C4ISR/tactical network or shipboard programs.

3+ years hands-on with CM/PLM tools (CMPro strongly preferred; Windchill/Teamcenter acceptable) and Jira/Confluence or equivalent workflow systems.

Proven authorship and processing of ECPs/waivers/deviations and execution of configuration audits (FCA/PCA).

Direct support to Navy installation artifacts (IDP/BESEP/SHIPALT), BoM control, and as-built reconciliation.

Familiarity with CANES-like baselines, rack-level documentation, and interface control across transport/compute/security stacks.

Standards & Methods:

Working knowledge of EIA-649, MIL-HDBK-61A, IEEE 828, DoDAF document control, and PMW-160 CCB/PTRB procedures.

Tools:

CMPro, MS Office/Visio, PDF markup (Bluebeam/Acrobat), basic CAD or drawing review (preferred), DOORS read/update for traceability.

Education:

AA/AS with 5+ years relevant experience or BS/BA in Engineering, Information Systems, or related field with 5+ years experience (experience may substitute per GDIT policy).

Work Location:

Onsite San Diego, CA (NIWC Pacific). Limited CONUS/OCONUS travel to labs, shipyards, and fleet concentration areas per tasking and installation/test events

Position Availability:

Position is pending final contract award.

US Citizenship Required

WHAT WE’D LOVE FOR YOU TO HAVE (Desired):

CMII/CM2 (IpX) certification (CM2-C/CM2-P) or PMP/ITIL v4 Foundation.

Experience with NIWC Pacific/PMW-160 processes, NAVWAR data taxonomies, and CCRI preparation support.

Exposure to T&E data systems (TEDB), requirements tools (DOORS DXL reports), and eMASS artifact linkage to approved configurations.

Knowledge of Navy installation/testing practices (SOVT), logistics artifacts (CICD, ILSP inputs), and supply chain/SBOM controls.

Working familiarity with cybersecurity baselines (DISA STIGs) as they relate to controlled hardware/software lists.
