Job Summary

The Deputy Fire Chief possesses managerial responsibility for the operational and support functions of the Fire Department. Exercises considerable freedom in the management of assigned bureau, guided by the goals, objectives, policies, and procedures established by the fire chief and civil service commission. Serves as a primary advisor to the chief, assists in formulating policy and procedure, and presents final recommendations to the chief for approval. Responsibilities include staff supervision, administration of division budgets, and the planning and organization of divisions in alignment with department goals. Takes command responsibility at emergency and non-emergency incidents and serves as a liaison between the department and a variety of local, state, and federal agencies and commissions. Essential Duties And Responsibilities

Manages all response for fire and emergency medical services by organizing and supervising operational staff; determines priorities in conformance with department goals. Provides for the recruitment, training, and evaluation of staff. Handles all personnel discipline and grievances, making final recommendations to the chief. Assists in formulating and implementing policies and procedures necessary to line operation on support functions. Prepares and controls division budgets. Ensures that equipment, safety clothing, apparatus, and supplies are specified, purchased, received and distributed in an effective manner, and consistent with city policy. Establishes division priorities in line with department goals and community needs. Assumes command of emergency incidents when necessary. Serves as fire chief in that person’s absence. Works under the general supervision of Fire Chief. Exercises supervision over professional, technical, and support staff in department, either directly or indirectly through supervisors, as assigned. Qualifications

100 Points Needed to Be Eligible to Participate in the Promotional Exam Process Education Post Graduate Degree from an accredited college or university Four-year Degree from an accredited college or university Two-year Degree from an accredited college Other certifications from accredited learning institutions (i.e. Seattle Executive Leadership Academy, Leadership Eastside, Harvard Fellowship, Bates Vocational Certification, etc.) Experience Years of experience as an Operations Battalion Chief – 10 points/year (maximum 40 points) Years of experience as a Division Commander (EMS Chief, Training Chief, Health and Safety Chief, Fire Marshal, or Emergency Preparedness Manager) – 10 points/year (maximum 40 points) Years Of Experience As a Line Company Officer – 2.5 points/year (maximum 10 points) Years of experience as an Administrative Officer (EMS, Training, Special Operations) – 2.5 points/year (maximum 10 points) Years of experience as Community Liaison Officer/PIO – 2.5 points/year (maximum 10 points) Minimum two years in a leadership role with a recognized fire service association or organization – 5 points per two years (maximum 20 points) Labor Relations experience – 5 points Special Assignments/Experience/Projects – 5 points per assignment/experience/project (maximum 20 points) Training Executive Fire Officer Certification – 20 Chief Fire Officer Designation – 10 Emergency Management Certificate – 10 Chief Medical Officer Designation – 10 Paramedic Certificate – 10 Fellowship Program (City Manager’s Office) – 5 City of Bellevue Management Certificate – 5 National Fire Academy Course Attendance, with Certificate – 2.5 points/week NIMS ICS Certification – 2 points/certificate Other Certification or Accreditation Programs – 2.5 points/week Supplemental Information
