Overview
King County Metro’s Finance & Administration Division seeks an experienced financial analyst and leader to act in a lead position in the central finance group for one of North America’s largest transit agencies. This role will help shape Metro’s strategy, service, and infrastructure growth in the coming years, ensuring that the agency can meet mobility needs for the region. Position : Business & Finance Team Lead – coordinates work for a team focused on Metro’s department-wide budget development, financial reporting, and analysis. Ideal candidates will have strong communication and relationship-building skills and experience leading continuous improvement efforts, with an opportunity to develop skills and lead essential work spanning the agency. Responsibilities
Act as the lead for a team of high-performing finance officers, coordinating work and providing support across the team. Coordinate financial reporting for leadership and support Metro’s Monthly Business Review (MBR) reporting at various levels. Lead and develop continuous improvement efforts, including evaluating processes, documenting new procedures, monitoring implementation, and adjusting based on feedback. Lead an effort to establish an internal investment monitoring process, tying investments to metrics to understand value and performance. Coordinate with financial and non-financial staff to develop zero-based budgets and resource models, with clear documentation of assumptions, cost drivers, and unit costs. Manage portions of the enterprise budget development process, including planning for supplemental budget requests and the 2028-2029 budget cycle. Serve as primary point-of-contact with finance officers across Metro’s divisions, providing coordination for recruitments, transitions, onboarding, and general support. Develop financial forecasts and conduct analyses on spending, variance, and impacts. Collaborate with Metro’s Director of Budget & Financial Planning and provide coverage in the Director’s absence, supplying budgetary, financial, and performance information to leadership, executives, the press, and the public. Potential to supervise finance officers who support Metro divisions. Other duties as assigned. Qualifications
Experience, Knowledge, Skills
Six or more years of increasingly responsible experience in financial analysis, budgeting, or public sector finance OR equivalent education/training/experience. Experience managing or leading teams, including cross-functional coordination. Strong communication and relationship-building skills. Expert ability to develop and apply complex Excel-based modeling tools to support decision-making. Demonstrated experience in leading continuous improvement efforts, including workflow analysis and standardization of processes. Experience using data-based analysis with financial and non-financial staff to develop zero-based budgets and resource models. Ability to design reporting for diverse audiences and explain financial concepts to non-financial staff and leaders. Skill in creating analyses from transaction-level data and applying standard financial and statistical analysis using BI tools. Knowledge of accounting concepts such as fund and grant accounting. Knowledge of enterprise finance systems and tools (e.g., Oracle EBS, Oracle BI, Hyperion/PBCS, Power BI or similar). Highly Competitive Candidates Will Have (desired, but not required)
Knowledge of King County Metro’s operations, mission, and policies. Experience with large public-sector agencies or governmental organizations. Experience in municipal government or public transit. Experience in developing processes to monitor and evaluate budget investments with metrics. Project management or lead role experience in financial planning, reporting, or strategic initiatives.
