Learn more about .**Position Summary:**The Manager, Advocacy and Government Affairs serves as the Foundation’s lead lobbyist at the Federal level and plays a key strategic role in developing and advancing the Foundation’s federal legislative agenda to support the cystic fibrosis drug development pipeline and ensure people with CF have access to high-quality, specialized care. The Manager will track and analyze relevant legislation and regulations, help shape the Foundation’s policy positions on these issues, and serve at the lead advocate for CFF’s policy priorities on Capitol Hill, with federal agencies, and with third party organizations.

This is a hybrid role based in Bethesda, MD, and requires 2-3 days per week in the Bethesda office.**ESSENTIAL DUTIES AND RESPONSIBILITIES:*** Serve as CFF’s lead lobbyist at the Federal level, representing the Foundation in meetings with members of Congress and their staff, with the administration, and with third party organizations.* Work closely with the Senior Director to develop the strategy and tactics for the Foundation’s Federal relations work. This includes creating quarterly lobbying plans, Congressional targets, and strategies to educate and influence key decisionmakers. It also entails serving as the main liaison with our contract lobbying firm to direct the work of our consultant(s).* Work across teams to coordinate, create and execute plans to advance CFF policy priorities and goals. Brief appropriate internal stakeholders to ensure alignment and understanding of key objectives. Key internal partners include the policy and communications teams.* Lead CFF’s external relations function by representing CFF in meetings with other stakeholder groups such as other patient advocacy organizations and formal and informal coalition meetings, playing a leadership role in coalitions CFF belongs to, and strategically developing relationships with new external partners.* Track, analyze, and develop CFF positions and responses to legislation (both authorizing and appropriations), regulations and guidance documents relevant to CFF’s public policy agenda.* Draft comment letters, correspondence to Congress, materials for Foundation leadership, testimony, and other documents that relate to CFF’s policy agenda.* Oversee development of materials such as handouts, slide presentations, talking points and policy summaries to introduce and explain the Foundation’s policy agenda to CFF volunteers; collaborate closely with the communications team to develop external materials that support the Foundations strategic policy goals.* Play a key role in planning and executing grassroots advocacy events, including two annual fly-in days, meetings on Capitol Hill with members of CFF’s Board of Trustees, Hill briefings, and other events as needed. Responsibilities include targeting members of Congress to meet with, planning and executing training for advocates (online and in-person) and participating with volunteers and Board members in meetings with lawmakers and administration officials.* Develop and maintain relationships with members of Congress and staff who will champion CFF’s policy priorities. This includes working with the Bicameral, Bipartisan Congressional Cystic Fibrosis Caucus.* Attend and report on relevant Congressional hearings and briefings, agency meetings and workshops, and other events, and draft summaries for Foundation staff.* Directly manage one or two Coordinators, who support the team’s day to day work. Oversee the development, upkeep, and improvement of systems to track and organize the team’s work.* Other duties as they apply.**KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:*** Bachelor’s degree, preferably with a background in public policy (health policy strongly preferred), public health, social sciences, political science, or biological sciences.* Minimum six years of relevant experience, including management experience and experience working on Capitol Hill, Executive branch agency, or in an advocacy position at an outside organization.* Demonstrated knowledge of legislative and political processes.* Previous experience in monitoring and analyzing public policy.* Ability to develop, build and manage relationships with members of Congress, staff, and other government officials; existing relationships preferred.* Excellent communication skills, both written and verbal.* Proficiency with Microsoft Office Suite – Word, PowerPoint, Excel, Outlook.**REPORTING RELATIONSHIPS:*** Reports to the Senior Director, Policy and Advocacy.**WORKING CONDITIONS:*** Normal hybrid (remote and in-office) environment with little exposure to excessive noise, dust, and temperature.* Attend meetings on Capitol Hill and in the community.* No heavy lifting required.*The above is intended to describe the general content of and requirements for the performance of this job.
