SUPERVISORY IT SPECIALIST (PLCYPLN)

Oversee the daily operations of the Department, supervise selected staff employees, and coordinate with Division Operations Deputies under the direct supervision and guidance of the Deputy Department Head. Counsel and train Department staff, actively supporting EEO programs, and ensure compliance with regulations in finance, property management, occupational safety, environmental and security areas. Draft and promulgate policies and procedures; establish policy and directing the technical and programmatic allocations of Department facilities, managing the Department\'s Academic Program. Coordinate Department Integrated Product Teams (IPTs) dealing with operational and personnel matters; recommend policy and direct Information Technology (IT) network resources. Establish direction and policy for employee awards; resolve Department personnel issues; review and oversee efforts in organization and business process improvement initiatives. This is a Cyberspace Workforce position (IT Program Manager, Advanced). You must obtain and maintain qualifications in DoD 8140.03 Cyber Workforce Qualification and Department of Navy policies. Successful completion of a pre-employment drug test is required. A tentative offer may be rescinded if you fail to report or fail the test. You will be subject to random testing. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from the normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods. Supervisors in the executive branch have heightened personal responsibility for government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report (OGE-450) within 30 days of appointment. Qualifications

NM-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 level or NM-04 pay band in the Federal service or equivalent experience. Specialized experience includes drafting or analyzing policies/procedures, overseeing allocation of resources and/or administrative processes within an RDT&E organization, establishing direction and/or policy for employee personnel, and oversight of organization and business improvement initiatives; and leading/participating in efforts to improve operations and procedures. NM-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 level or NM-03 pay band. Specialized experience includes drafting or analyzing policies/procedures, overseeing allocation of resources and/or administrative processes within an RDT&E organization, and assisting with establishing direction and policy for employee personnel and oversight of improvement initiatives. Your experience should reflect skills in attention to detail, customer service, oral communication, and problem solving. This position is in the STRL Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions is NM-2/3/4/5/6.
