Overview

This is an Exempt Managerial Position. J. Iverson Riddle Developmental Center, located in Morganton, NC, is a state-operated certified Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) serving the eastern region of NC. The facility serves approximately 230 individuals with intellectual and developmental disabilities (IDD) who have complex behavioral challenges and/or medical conditions. The Facility Director is the senior administrator for the Center and is responsible for total operations of the facility including budget, physical plant, staffing, and directing the provision and integration of residential, habilitation, medical, education and other support services to residents.

Responsibilities

Provide leadership, establish goals, set priorities, arbitrate disputes and develop a positive atmosphere of belonging in which staff can achieve excellence in their roles.

Promote independence and self-determination for people living in the Center.

Ensure adherence to Olmstead efforts to support people in the least restrictive, most integrated setting of their choice, as appropriate to their needs.

Lead facility initiatives based on best practice in standard of care.

Collaborate with the North Carolina Department of Health and Human Services (NCDHHS), the Division of State Operated Healthcare Facilities (DSOHF), families, guardians, community stakeholders and other agencies.

Ensure that active treatment and level of care conforms to requirements of Federal, State, and departmental regulations and policies.

Position Details This position is scheduled to work 40 hours per week (8 hour days). Salary Grade NC25; Recruitment Range $86,258.00 - $194,082.00. Position 60048365- Director's Office, 8 a.m. – 5:00 p.m., Monday-Friday with flexibility as needed.

About the Center The J. Iverson Riddle Developmental Center in Morganton, North Carolina is an ICF-certified facility for individuals with intellectual disabilities. We provide comprehensive residential care to citizens from 37 counties in the western portion of the state. The center offers a caring community where professionals work with people of various ages, cognitive and functional abilities. The facility is located in a region with access to cultural and outdoor amenities.

Qualifications Applicants must document on the application that they possess all of the following, or an equivalent combination of education and experience where noted:

Doctoral degree in special education, psychology, disability studies, or related field from an appropriately accredited institution and three years of broad management or administrative experience in services for people with intellectual/developmental disabilities.

Or Master’s degree in hospital administration, human services, nursing, or related field and six years of experience in services for people with IDD, three of which must have been in broad management or administrative capacity.

Or an equivalent combination of education and experience.

Degrees must be from appropriately accredited colleges or universities. This role may require pre-employment drug testing and criminal record background checks. The organization adheres to vaccination policies and tobacco-use prohibitions on campuses.

Management Preferences

Thorough knowledge of the service needs for individuals with intellectual/developmental disabilities and/or standards for service delivery.

Knowledge of institutional/residential facility management and administration theories, methods, and practices.

Knowledge of the various disciplines involved in the service delivery system.

Broad administrative/managerial experience in a local, state, and/or federal government program of service delivery to individuals with IDD.

Direct experience in Special Education, Health Education or Health Administration fields.

Ability to direct the establishment of facility goals and priorities and allocate resources accordingly.

Ability to organize and direct a broad range of program and administrative services.

Ability to communicate effectively in oral and written form.

Ability to establish effective working relationships with central office administration, other state-operated facilities and agencies, local agency directors, community leaders, advocacy and association groups, and other officials.
