Overview

Management and Program Analyst (Acquisition) – U.S. Customs and Border Protection, Department of Homeland Security. This position is located in Washington, DC, within the PMOD, Business Management Division, CBP Headquarters. Duties

Serve as a journeyman-level analyst to management on an acquisition or administrative program requiring application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems. Review, maintain, and provide operational data to relevant consumers and assist policy-makers in developing, evaluating, analyzing, and interpreting policies to resolve problems of national and international significance and impact. Develop and review Life Cycle Cost Estimates for key acquisition program decision points. Provide program management advice and guidance that aligns with related acquisition management policies, procedures, directives, and best practices. Execute broad and/or in-depth analysis and evaluation of agency requirements for resource management of information, and resource management to support allocation targets for national mission requirements. Perform analytical research, assessments, and evaluations of acquisition programs for logic, rationale, and validity to aid justification and defense of program health/status. Plan and cost estimate for functional economic analysis, and review and analyze for both proposed and approved acquisition initiatives. Requirements

This is a bargaining unit position represented under NTEU. Qualifications

Experience: You qualify for the GS-12 grade level if you have 1 year of specialized experience equivalent to the next lower grade, including: Applying analytical and evaluative methods to issues concerning efficiency and effectiveness of acquisition program operations. Evaluating assigned program areas and recommending actions to achieve objectives and improvements. Providing advice on acquisition management policies, procedures, directives, and best practices. Assisting acquisition staff with acquisition planning, execution, oversight, and problem solving. Your resume must explicitly show how you meet these requirements. Education

Certification: This is a DRS acquisition certification-covered position requiring FAI FAC-P/PM Mid-Level Program Management certification with DRS P/PM Specialization, and COR Level II or III certification. May require DRS IT specialization if assigned to IT or Mixed Program. Certification must be obtained within 18 months of placement. Applicants must have resided in the United States or its protectorates for at least three of the last five years, with exceptions under certain conditions.
