Municipal Pooling Authority (MPA) is a Joint Powers Authority established in 1977, representing 20 municipalities. The insurance related services offered to member cities include 18 self-funded programs designed to reduce risk. MPA is recognized as a leading JPA in California and has received accreditation with excellence for multiple years. MPA is part of a selective group of JPAs with demonstrated capabilities in management, financial strength, innovative programs, stability, and service.
MPA offers an attractive benefits package including CalPERS (defined benefit plan) 2% @ 55 for classic members and 2% @ 62 for new employees not covered by CalPERS after 2013 or the 1937 Act. MPA does not participate in Social Security. Other significant benefits include employer-paid Medical, Dental, and Vision coverage for the employee and family.
Salary Range: $64,066 - $77,873
Position The Program Coordinator is responsible for providing support, coordination, and documentation for Accounts Payable, Payroll, Cash Receipts, and Benefits Program functions under the direction of the Finance Manager.
Supervision Received and Exercised Under direct supervision from the Finance Manager, the Program Coordinator will provide accounts payable, payroll, benefits, cash receipts processing, documentation, support, scheduling, coordination, and facilitation of seminars, communications, and other program-related activities provided by MPA to its Members.
Essential Duties and Responsibilities Responsibilities and duties may include, but are not limited to, the following:
Accounts Payable/Payroll/Cash Receipts
Process Accounts Payable, and maintain vendor lists and W9s
Code member receipts and other Accounts Receivable payments
Maintain and reconcile petty cash
Serve as backup for payroll
Attend and participate in Members’ meetings as requested
Respond to Members’ inquiries within the scope of responsibilities
Assist the Finance Department’s team with other duties and tasks as requested; prepare special reconciliations, projects, and reports as needed
Work with vendors to coordinate all MPA Members and MPA staff benefit programs, including Deferred Compensation, Medical, Dental, Vision, Life, STD/LTD, and other insurance and benefits
Track attendance, participation, or performance data related to Employee Assistance Program (EAP) events
Answer questions regarding EAP and benefits programs
Manage and track monthly billings and premium payments
Prepare reports, reconciliations, and presentations as needed
Assist in drafting employee communications with respect to new benefit information and events to provide continuing education

Establish and maintain effective working relationships with the Chief Administrative Officer, all MPA employees, the Board of Directors, member city employees, and third-party contractors
Maintain professional integrity and protect confidential information
Physical Requirements The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential job functions.
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods; daily repetitive bending, stooping, crouching, reaching, and kneeling; ability to lift, carry, push, and/or pull light to moderate weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information; work with frequent interruptions. Reasonable accommodation may be provided upon request.
Travel Incumbents must be available to travel up to 15% and have their own vehicle to travel to each Member city to attend benefits orientation meetings.
Preferred Qualifications Bachelor's or associate degree
Knowledge or experience in the administration of employee benefits
Education/Training and Experience Graduation from high school or G.E.D. equivalent; completion of some college-level courses in bookkeeping or accounting; and three years of progressively responsible experience in performing financial or statistical recordkeeping. Experience in a public agency or Joint Powers Authority is preferred.
License/Certifications/Insurance Must possess a valid California Class C Driver’s License at the time of employment. The ability to drive a vehicle is a specific requirement for this position.
Proof of Vehicle Insurance with the following limits of coverage:
$15,000 for injury/death to one person
$30,000 for injury/death to more than one person
$5,000 for damage to property
