EXS/13 Job summary and responsibilities describe the Director, Civil Rights and Title IX Compliance as the primary leader responsible for OCR responses to incoming reports concerning students, faculty, staff, and third parties, overseeing assessment of reports, and determining whether reported conduct creates or may create a hostile environment for the University community. The Director collaborates with OCR leadership to respond to reports of discrimination, harassment, and sexual misconduct, leads outreach and follow-up, oversees case management, supervises Case Managers, and co-facilitates sanctioning panel processes in student matters. The role tracks case data, monitors trends and barriers to reporting, and contributes to policy development and outreach materials. The Director also oversees Outreach and Education and serves as the Deputy Title VI Coordinator, monitoring for trends and advising on risks and best practices related to Title VI compliance. The Director partners with multiple campus offices to coordinate OCR responses and reports to the Associate Vice President, Civil Rights and Title IX Compliance. *Note:

Not all aspects of the job are covered by this job description. Responsibilities Report Response

: Oversee trauma-informed response and support services to individuals reporting sexual misconduct, discrimination, and harassment. Conduct intake meetings, provide information about reporting options, connect with resources, address safety needs, and review information to determine resolution options and whether reports indicate a hostile environment. Lead the initial review with OCR Case Managers and relevant leadership for inquiries.

Case Management

: Manage reports from receipt to resolution; maintain contact with parties during investigations and hearings; notify respondents of allegations and policies of concern; coordinate between initial review and investigation; conduct educational response meetings; arrange implementation of supportive measures and liaise with units and law enforcement as needed.

Alternative Resolution

: Conduct educational response meetings and facilitate alternative resolutions; train and oversee OCR team members; maintain data and case records for educational responses and alternative resolutions.

Data tracking and reporting

: Maintain case management database; track activity for patterns and systemic concerns; assist with annual reports (Illinois law), OCR annual report, and insurance logs; serve as Campus Security Authority and provide data for the Annual Security and Fire Safety Report.

Policy Review

: Lead annual review and development of OCR policies and procedures; ensure compliance with Title VI, Title IX, VAWA, and Illinois law; develop educational materials and resources.

Crisis Response

: Respond to critical incidents, including outside-hours events; serve on the Behavioral Consultation Team.

Training and Outreach

: Supervise Outreach and Education Coordinator responsible for trainings and programming on OCR policies and procedures.

Required knowledge, skills, and abilities J.D. or Master’s degree in higher education administration, student services, counseling, conflict management, social work, or related field; J.D. preferred.

7+ years of professional experience in higher education, student affairs, Title VI/Title IX, or civil rights.

Knowledge of Title VI, Title IX, VAWA, and related laws; ability to interpret complex legal guidance; knowledge of best practices in campus responses to Title VI and Title IX/sexual misconduct.

Excellent interpersonal skills and ability to communicate confidential information with compassion and sensitivity.

Ability to build relationships and collaborate across the University with faculty, staff, and students.

Knowledge of university disciplinary systems and relevant regulatory/legal issues; experience addressing sex discrimination and sexual violence; knowledge of Title VI protections for individuals with shared ancestry or ethnic characteristics and related considerations.

Ability to manage a caseload of multiple civil rights-related incidents and complaints; strong written communication and attention to detail; ability to act independently and use sound judgment; commitment to inclusivity and diplomacy.

Target hiring range for this position will be between $139,000-$148,000 per year. Salary will be determined by education, experience, knowledge, skills, and abilities, as well as internal equity and market data.
