Description
The contractor shall engage with analysts to determine intelligence needs, identify and develop possible collection postures/strategies, and convert these intelligence needs into collection requirements to satisfy DIA intelligence requirements. This includes establishing priorities and tasking, coordinating with appropriate collection sources or agencies, and monitoring results. The contractor shall support solicitation, coordination, research, de-confliction, creation, registration, prioritization, and validation of multiple intelligence (multi-INT) collection requirements processes across GEOINT, MASINT, SIGINT, HUMINT, and OSINT per standing policy. This includes associated issue trackers, internal requirements trackers, and collection requirement programs of record. Translate received requirements into discipline-specific language in accordance with SOPs and Combat Support Agency (CSA) guidance, maintaining associated trackers and programs of record. Research, manage, and align IC collection requests to DIA Theater/IC priorities and guidance. Monitor and provide routine updates to requestors on the status of DIA collection requirements, including expected collection schedules, and adjust requirements to optimize deployment of limited assets. Review existing collection requirements including ISR utilization and contributions summaries, management of issues and requirements, and tracking databases/assessments.
Other responsibilities
Contact collection requirements originators about the status of each requirement’s disposition and expiration, determining continued relevance and directing resubmission or cancellation as needed. Solicit, assess, review, and publish HUMINT Report Evaluations from the analytical team, tracking and briefing the status of evaluations cited in Finished Intelligence (FINTEL) and IIR responses to SDRs. Review HUMINT Report Evaluations for content, formatting, classification, and release. Provide weekly counts of HUMINT requirements, evaluations, and HOT-R or CHROME accounts established for the section. Build the data infrastructure required to understand, track, monitor, and assess ISR operations and activities to ensure effective employment of ISR assets. Identify/document technical and functional JSR system needs. Perform assessments of projected system requirements to ensure future intelligence, information, ISR systems, and programs support DIA ISR requirements. Provide technical guidance in translating ISR and CM software or website requirements into technical system specifications, including architecture products and development of software functional requirements documents. Support ISR/CM related systems, tools, processes, requirements, research, analysis, user solicitation, coordination, communication, and documentation. Support coordination and communication with external/subordinate organizations as required. Provide expertise to enable interoperable intelligence systems and information flow between services, national agencies, CCMDs, coalition partners, and J22.
LCAT Criteria
Demonstrates in-depth knowledge and understanding of labor category activities required to meet mission requirements. Knowledgeable of and able to apply IC and DoD classification guidelines and procedures. Demonstrates ability to interpret documents and defend analytic judgements with sound conclusions, adapting when new information or conditions arise. Develops concise, insightful products (reports, documents, assessments, studies, briefings) in Microsoft Office formats and web-enabled formats. Communicates complex issues clearly and concisely, with strong grammar skills. Communicates understanding from incomplete, indirect, highly complex, or technically advanced information. Develops structured research by obtaining, evaluating, organizing, and maintaining information within security and data protocols.
Other criteria
Defines comprehensive, new, or unique research approaches to address high-level tasks. Recognizes nuances and resolves contradictions and inconsistencies in information. Collaborates with IC members on information sharing and conflict resolution. Leads teams in researching multifaceted or critical problems. Works independently with minimal oversight. Reviews products for cogent arguments and analytic rigor, ensuring adequate support for conclusions.
