PRIORITY REVIEW DATE: Applications received by Friday September 12, 2025 will be considered for first round interviews. The Office of Emergency Services (County OES) is recruiting for an Emergency Management Officer responsible for designing, developing, and maintaining the Emergency Operations Center (EOC) infrastructure—both physical and technological. Key responsibilities include configuring the EOC layout, implementing emergency management systems aligned with SEMS and NIMS, and developing detailed operational procedures. The role also integrates countywide emergency planning, mitigation, response, and recovery efforts into EOC operations. This position is responsible for communications interoperability, including managing multiple crisis communications programs, coordinating training and exercises, developing validation tools for continued improvement, and supporting research of new technology. Additional duties may involve problem-solving and maintaining standard operating plans. The Office of Emergency Services (County OES) works with all County departments, its 24 cities, and many non-government organizations. The OES manages the Countyor emergencies the EOC and coordinates disaster response with local, state, and federal governments. The Director of Emergency Services oversees the day-to-day administration of the County disaster preparedness and response program and development of the Countyor Emergency Operations Plan, with the primary function of keeping the EOC in a constant state of readiness. Responsibilities

Design, develop, and maintain the EOC infrastructure (physical and technological) Configure EOC layout and align emergency management systems with SEMS and NIMS Develop and implement detailed operational procedures Integrate countywide emergency planning, mitigation, response, and recovery into EOC operations Manage communications interoperability and crisis communications programs Coordinate training and exercises; develop validation tools for continued improvement Support research of new technology and maintain standard operation plans Qualifications

Education:

Possession of a Bachelors Degree (or equivalent completed college coursework). Experience:

One (1) year of experience in an emergency management environment or one (1) year of experience in an EOC/ICS position for multi-agency activations, or an acceptable substitution as described below. Option 1: One (1) year of experience in emergency management leadership or coordination; or one (1) year of EOC/ICS experience with multi-agency activations Option 2: Substitution for Bachelors degree: Community College Certificate in Emergency Management or Associates degree in a related field with one (1) year of additional qualifying experience Option 2 (continued): Two (2) years of additional qualifying experience Note:

Candidates must provide a list of completed coursework unless a degree is held. Degrees or coursework completed outside the U.S. require an evaluation showing equivalency to U.S. accredited degrees or coursework. Ideal Candidate Attributes

One (1) year of recent EOC responder experience Knowledge of state/federal cost recovery Experience leading complex programs, coordinating logistics, tracking equipment and inventory, and fostering cooperation among diverse stakeholders Experience maintaining EOC readiness, including software and position books Benefits
