Project Manager, Senior

At Cyberstar, we aim to analyze and boost human and business performance through the implementation of business process redesign and information technology (IT) modernization to include data analytics and cloud computing. We help companies read and understand market data through the synchronization of process innovation, human dynamics, analysis, and data technology capabilities to ensure functional optimization in their business. Responsibilities
Designing and applying an appropriate project management framework for the project. Managing the production of the required deliverables. Planning and monitoring the project. Adopting any delegation and use of project assurance roles within agreed reporting structures. Preparing and maintaining the Project Management Plan. Managing project risks, including the development of contingency plans. Liaison with the Program Management Office and related projects to ensure no work is overlooked or duplicated. Overall progress and resource use, initiating corrective action where necessary. Change control and any required configuration management. Reporting through agreed reporting lines on project progress. Liaison with project assurance roles to assure overall direction and integrity of the project. Adopting technical and quality strategy. Identifying and obtaining support and advice required for management, planning, and control of the project. Conducting end project evaluation to assess how well the project was managed. Preparing a Lessons Learned report and any follow-on action recommendations. Other duties as assigned. Qualifications
BA/BS Degree 10+ years of experience in project management Project Management Professional (PMP) certification required Must be a U.S. citizen Background check required Knowledge, Skills, and Abilities
In-depth knowledge of and experience with IT Project Management processes and PMI standards (PMBOK). Strong understanding of project financial controls, including Earned Value Management (EVM) principles and related metrics (EV, AC, PV, CPI, SPI, EAC). Knowledge of sprint velocity as a performance and forecasting metric. Hands-on technical experience providing project management services to public sector organizations. Demonstrated knowledge and experience with Agile Frameworks (e.g., Scrum, SAFe) and SDLC and Risk Management. Knowledge of federal IT policy laws, regulations, and processes, including FITARA, Clinger-Cohen Act, E-Government Act, and FISMA. Ability to review and analyze cost, schedule, and performance requirements for federal IT development projects. Ability to apply consistent management approaches to IT Portfolio Management and improve data quality through best practices and documentation.
