The Nurse Manager performs advanced (senior-level) nursing functions such as planning, developing, coordinating, and evaluating the provision of nursing care on a 24-hour basis. The Nurse Manager directs daily operations in all assigned areas and facilitates Standards of Practice consistent with HHSC and State Hospital rules, The Texas Administrative Code (TAC), and the Texas State Board of Nursing. The Nurse Manager ensures a competent workforce, provides clinical direction and expertise, and delivers care based on patient characteristics (age, developmental level, diagnoses, and/or specialized needs). They participate in partnerships within the hospital, other divisions and departments, recovery teams, patients and families, and external organizations to facilitate community involvement and awareness. The Nurse Manager participates in performance improvement activities and supervises others. Works under limited supervision and uses initiative and independent judgement.
Performs other duties as assigned, including disaster response and/or Continuity of Operations (COOP) participation. Such participation may require alternate shift patterns or locations. This position may be eligible for additional pay for evenings, nights and/or weekends.
Essential Job Functions (EJFs): Attends work regularly, may be asked to work specific or rotating shift schedules, extended shifts, and overtime in accordance with agency leave policy, and performs other duties as assigned. Serves as the spokesperson and catalyst for professional practice of program-based nursing services through active participation in performance improvement activities (monitoring nursing performance indicators, nursing record audits, nursing peer reviews, patient death reviews). Promotes an environment empowering nurses to provide effective, compassionate, and efficient nursing care; develops nursing policies and procedures; facilitates, coaches, and supervises others in deploying strategies to ensure 24/7 nursing availability; ensures recognition activities to promote staff morale; provides clinical direction and ensures care based on developmental levels. Works with recovery teams to implement patient-centered trauma-informed care and ensures Standards of Practice aligned with professional and organizational expectations. Serves as a resource on nursing practices and education programs; participates in Quality Assessment and Performance Improvement (QAPI) initiatives; uses data to identify patterns and trends in nursing care and reports accordingly. Oversees program nursing service manuals and protects patient rights by addressing issues in reports and other mechanisms. Alerts leadership of safety/risk issues and facilitates problem-solving.
Collaborates with leadership to meet the nurse staffing plan to support the hospital mission and ensure 24/7 nursing coverage. Establishes and annually evaluates a staffing plan; seeks opportunities to streamline work and minimize redundancy. Tracks and analyzes information for feedback to program staff and leadership. Participates in budgeting and supports partnerships with hospital leadership and external stakeholders. Works with external organizations to facilitate community involvement. Partners with leadership to design and deliver a high-quality system of care using a multi-disciplinary approach; supports clinical rotations for academic linkages. Participates in committees, workgroups, and task forces and promotes positive relationships with outside agencies and departments. Uses customer feedback to identify opportunities for improvement.
Knowledge, Skills And Abilities (KSAs): Knowledge of Texas Nurse Practice Act; knowledge of management theory, organizational planning, and performance improvement; knowledge of the Recovery Model of Care; knowledge of training principles and group processes; knowledge of nursing competencies, standards, psychiatric rehabilitation practices, CPR, AIMS, TIPS, and PNA curricula; skills in patient care, teamwork, computer use, administering restraint and seclusion; strong coaching, organizational, training, budgeting, and communication abilities; ability to interpret standards and regulations; ability to lead and supervise, develop training objectives, manage time, and therapeutically intervening with psychiatric patients.
Registrations, Licensure Requirements Or Certifications: Licensed as a Registered Nurse (RN) in the state of Texas, or in a party state recognizing reciprocity through the Nurse Licensure Compact.
Initial Screening Criteria: Graduation from an accredited four-year college or university with nursing major coursework or from an accredited nursing program and at least one year of RN experience; OR three years of RN experience in a recognized health care setting.
Additional Information: Applicants must pass fingerprint background check, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide and Employee Misconduct, LEIE). Males 18-25 must register with Selective Service. All applicants must be at least 18; Waco Center for Youth applicants must be 21. Flexibility in work hours may be required, with possible overtime. Compliance with HHSC immunization policy is required. Immunization policy may require vaccination or other protective measures. Telework may be available per policy and supervisor discretion.
