Summary

The Human Resources Manager will oversee the operations of the HR function in the California Region office, ensuring effectiveness, compliance, and excellence in processes, systems, and programs. This role supports 600 employees across California and manages the local HR Team. It requires strong expertise in California employment law and the ability to integrate HR systems and processes at scale. The HR Manager serves as a key partner to leadership, driving compliance, consistency, and efficiency in HR practices while fostering a positive, legally compliant workplace culture.

Responsibilities

  • Operations & Compliance
    • Oversee and continuously improve HR operations including recruiting, onboarding, employee changes, compliance, HRIS management, and recordkeeping.
    • Ensure HR operations and policies comply with federal, state, and local regulations (including Unemployment, I-9, EEO, AAP, ADA, ACA, OSHA, FLSA, Wage and Hour, FMLA, meal and rest period compliance, and San Francisco-specific regulations).
    • Manage workers’ compensation claims, collaborating with employees, managers, and carriers to ensure compliance with California WC regulations and effective case resolution.
    • Oversee and track mandatory training programs (e.g., harassment prevention, safety, DEI, workplace violence prevention) to ensure compliance with California requirements.
    • Manage and update the company’s Workplace Violence Prevention Plan, including policy development, training, incident reporting, and regulatory compliance.
    • Manage unemployment claims, ensuring timely and accurate responses to state agencies.
    • Partner with legal and HR Director to reduce risk and implement proactive HR strategies.
  • Systems & Integration
    • Lead the integration and optimization of HRIS, payroll, and data management systems across the California region to support large-scale HR operations.
    • Monitor HR metrics and generate reporting to drive data-driven decisions.
    • Recommend and implement system/process improvements that enhance efficiency, scalability, and employee experience.
  • Employee Relations & Policy
    • Serve as a consultant to managers and employees on HR processes, employee relations, and conflict resolution.
    • Coordinate the design, rollout, and communication of HR policies that align with California legal requirements and organizational goals.
    • Provide training, guidance, and tools to ensure consistent and legally sound employee relations practices.
  • Talent & Benefits Management
    • Oversee recruitment, selection, and retention strategies in compliance with California-specific regulations.
    • Support benefit administration and guide employees through programs, ensuring compliance with California benefit mandates.
    • Partner with leadership to implement strategies that support employee engagement, retention, and career growth.
    • Partner with cross-functional leadership teams to align HR strategies with business needs.
    • Advise senior leaders on workforce planning, compliance risks, and organizational development.
    • Drive change management initiatives to support growth and HR system integrations.
    • Demonstrate California Law Expertise and Systems Integration capabilities as part of the role.

Qualifications

  • Bachelor’s degree in human resources, business administration, or related field required.
  • Minimum 5+ years of progressive HR experience with at least 3 years in California HR management.
  • Demonstrated experience in large-scale HRIS and systems integration projects.
  • SPHR or SHRM-SCP certification strongly preferred.
  • HRIS & Payroll: ADP Workforce Now (preferred) or equivalent enterprise HRIS; Proficiency in Microsoft Excel, Word, PowerPoint; strong HR metrics, dashboards, and reporting.
  • Exceptional discretion and judgment; proven ability to manage complex, sensitive issues.
  • Strong organizational and multitasking skills; ability to thrive in a fast-paced environment.
  • Must be willing to work extended hours as needed to meet deadlines.

Travel

  • Required to travel to the San Diego office 1–2 days per week, subject to business needs.
