Job Overview
The Quality Assurance Analyst will serve as the quality management lead ensuring all deliverables, processes, and technical solutions meet FMCSA requirements for the TruData Modernization initiative. This role requires comprehensive expertise in data platform testing, security compliance validation, and federal quality assurance standards to ensure the successful delivery of mission-critical data infrastructure. The Quality Assurance Analyst will provide hands-on testing leadership and develop comprehensive quality frameworks supporting the modernization of FMCSA's data platform that serves the agency's registration, inspection, compliance, and enforcement mission functions.
This role will be a full-time position with work performed both on-site at DOT Headquarters, 1200 New Jersey Ave SE, Washington, DC 20590 and remotely, with core hours Monday-Friday: 6:00 AM - 6:00 PM EST. Position is contingent upon award and upon client approval.
What You'll Do
Quality Assurance Surveillance Plan (QASP) Development
Develop and execute comprehensive Quality Assurance Surveillance Plan (QASP) aligned with contract objectives
Provide the corrective action approach for any delayed deliverable or ineffective process step identified over the course of the task order
Monitor and ensure all deliverables meet acceptance criteria before government submission
Coordinate corrective actions for delayed deliverables or ineffective processes
Testing & Validation Activities
Create detailed test plans and test cases for all data platform components and deliverables
Perform functional, integration, regression, and user acceptance testing of ETL processes
Validate data accuracy, completeness, and integrity across all migration activities
Validate system performance against technical requirements and SLAs
Execute test automation frameworks and tools for continuous testing
Security & Compliance Testing
Conduct security compliance testing and monthly vulnerability assessments per FMCSA policies
Support development and maintenance of Security Authorization documentation (SSP, RAR, SAR, POAM)
Validate configuration compliance against NIST baselines and DOT standards
Conduct risk assessments in accordance with NIST 800-30 guidelines
Test and validate Section 508 accessibility compliance for all solutions and documentation
Data Quality Assurance
Implement database testing and SQL validation procedures
Execute data migration verification techniques
Perform data integrity and reconciliation methods
Validate business intelligence report accuracy
Ensure master data quality frameworks compliance
Defect Management & Reporting
Maintain defect tracking, resolution processes, and quality metrics in Jira
Document test results, maintain quality artifacts, and prepare acceptance documentation
Participate in daily standups, sprint reviews, and provide quality status reports
Develop and maintain quality metrics and KPI reporting
Agile QA Integration
Integrate QA processes within Agile testing practices and sprint-based delivery
Support continuous improvement processes and feedback loops
Collaborate with development teams on test-driven development practices
What We're Looking For
Required Qualifications
Education & Experience
Bachelor's degree in Computer Science, Information Systems, Quality Assurance, or related field
Minimum of five (5) years QA experience in data platform or database projects
Minimum of two (2) years testing AWS cloud-based solutions
Experience with Agile testing methodologies and practices
Technical QA Skills
Strong proficiency in SQL for data validation and testing
Experience with automated testing tools and frameworks
Knowledge of performance and load testing approaches
Understanding of test automation frameworks and tools
Experience with data validation and ETL testing strategies
Federal Compliance & Security Testing
Understanding of federal compliance and security requirements
Knowledge of NIST security control testing procedures
Experience with FedRAMP assessment procedures
Understanding of Section 508 accessibility testing requirements
Knowledge of FISMA compliance validation processes
Tools & Systems
Experience with Jira, Confluence, or similar project management tools
Proficiency with database testing and validation tools
Knowledge of security and compliance testing procedures
Experience with defect management and tracking systems
Analytical Skills
Excellent analytical and problem-solving skills
Ability to develop comprehensive test documentation
Strong attention to detail and quality standards
Risk assessment and mitigation capabilities
Preferred Qualifications
Federal agency QA experience, particularly with data systems
DOT or transportation safety system testing experience
ISTQB or similar QA certification
Security+ or related security certification
Experience with ServiceNow or similar ITSM platforms
Knowledge of data warehouse and ETL testing tools
Performance testing tool experience (JMeter, LoadRunner)
AWS certification or cloud testing experience

Reports to: Project Manager
Coordinates with: Development teams, Security teams, Government stakeholders
Interfaces with: COR, ISSM, and other federal quality assurance personnel
Special Requirements
Ability to obtain and maintain DOT/FMCSA security clearance
PIV card eligibility for facility and system access
Compliance with all FMCSA security protocols and requirements
Must pass pre-employment suitability checks
Working Conditions

Salary Range
$85,000 to $95,000
