Finance & Budget Manager

(Business and Finance Officer IV) to serve as the Program’s key financial advisor. As the Finance & Budget Manager, you will provide expert financial leadership and guidance for the Hazardous Waste Management Program. You will: Lead annual budget development, justification, and monitoring. Oversee financial reporting, data analysis, and policy recommendations. Manage fund accounting, long-range forecasting, and rate proposals. Provide strategic financial advice to the Program Director, managers, and leadership teams. Collaborate across agencies to align financial planning with program priorities. Ensure compliance with GAAP, internal controls, and auditing standards. This position requires advanced skills in governmental budgeting, accounting, and project management. The ideal candidate will bring a strong track record of developing effective financial systems and reports, guiding leadership decision-making, and integrating equity into financial planning and resource allocation. This position follows a hybrid work model, blending remote and in-person work. About the Team

The Hazardous Waste Management Program serves 2.3 million residents and 70,000 businesses in King County, Washington. The Program’s mission is to protect and enhance public health and environmental quality by reducing risks from the production, use, storage, and disposal of hazardous materials. Services include household hazardous waste collection and disposal, prevention and education programs, and policy initiatives. The Program is a regional coalition of participating agencies and is housed within the

Water and Land Resources Division (WLRD)

WHAT YOU WILL BE DOING

Act as the chief financial advisor for the Hazardous Waste Program Oversee financial reporting functions Develop and/or prepare complex financial reports including analysis and policy recommendations Manage the development, preparation, and justification of the Programs annual budget process Act as the key liaison for the Program on financial and budgeting issues with internal and external sources Administer or oversee the internal review of budget expenditures and authorize expenditures and budget revisions. Develop corrective action plans and supplemental appropriations Participate as a management team member QUALIFICATIONS YOU BRING

Bachelor’s degree in finance, accounting, business administration, or a related field; or a combination of education, training, and experience which would provide the knowledge, skills, and abilities to perform the duties as described. At least 5 years of increasingly responsible work developing budgets, financial plans, forecasts, and data analysis. Experience working with and presenting to senior leadership at an agency, department, and division level. Knowledge of generally accepted financial, accounting, budgeting principles and techniques, including auditing and internal controls. Demonstrated ability to communicate effectively with varied audiences. Proficient in use of MS Office suite programs (e.g., Outlook, Excel, and One Drive) Proficient in use of advanced data analytics, preferably using business intelligence applications such as Microsoft Power BI. Remote with occasional on-site meetings. This position reports onsite on the first day of employment for orientation onsite at King Street Center, potentially more as directed by supervisor. Employees must reside in Washington State and be within a reasonable distance to their King County worksite. Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
