Lead, direct and/or provide implementation support to programs that improve the health or quality of care for the populations served. Lead, orchestrate, implement and/or sponsor programs to evaluate the quality of care and leverage purchasing and payment strategies. Support the negotiation and monitoring of health-related contracts, including scopes of work, payment rates and terms. Lead efforts to address the social determinants of health. Develop, lead and/or participate in quality oversight for leveraging Medicaid for county-provided and contracted services. Provide medical leadership and consultation for employee benefit design, correctional health and behavioral health at relevant facilities and for medical directors of Fire/EMS and the 911 Emergency Contact Center. Provide Medical Director services to the Behavioral Health Authority Division in accordance with Ordinance No. 2024-15. Provide leadership to assure greater integration of health and behavioral health care for individuals with IDD and TBI. Provide direct medical consultation for policy development, case reviews, and appeals. Serve as liaison with health and behavioral health care providers and with Medicaid and university medical directors to achieve program goals. Provide leadership to maintain national health and behavioral health accreditations. Identify operational problems and formulate appropriate solutions. Prepare executive-level reports and correspondence and exchange information with outside organizations. Communicate effectively in writing and orally; establish working relationships across diverse cultures and backgrounds. Collaborate with statewide partners to address health and behavioral health workforce shortages. Minimum Qualifications
Licensed to practice medicine in the state of NM or ability to obtain within 90 days of hire, under the medical licensure compact. Two (2) years of related work experience. Any equivalent combination of related education and/or experience may be considered. Supplemental Information – Preferred Qualifications
MD or DO; board certification in adult, pediatrics, family medicine, internal medicine, or other specialties with appropriate experience; board certified in adult and/or child psychiatry and/or Certified Addictionologist. Advance degree: MPH, MBA, MPA, or related. Minimum of seven (7) years of clinical experience as a practicing physician with three years serving Medicaid clients (preferred). Three to five years of direct administrative experience with a Medicaid program or MCO (preferred). Knowledge, Skills and Abilities
Working knowledge of delivery system redesign, quality improvement, utilization management, evidence-based care, and health service contracts. Behavioral health care knowledge; prevention, treatment, and the relationship to other areas of medicine. Supervision, administration, and program management skills. Data-driven approach with familiarity with EHR, MIS, statistics and outcome analysis. Ability to develop and implement practice guidelines; change management experience. Public health principles and understanding of Medicaid/state/federal regulations related to contracting, credentialing, and payment. Strong written and oral communication; ability to articulate complex policy concepts for diverse audiences. Leadership and collaboration skills; ability to influence, negotiate and build teams; manage conflict. Must be able to obtain a medical license in New Mexico (if not already licensed). Post-offer medical examination and background investigation required. Comply with County safety guidelines and FEMA training as assigned. Possess a valid New Mexico driver’s license by start date or within 90 days of hire, and maintain it while employed. Working Conditions
Duties performed indoors in a temperature-controlled environment. Occasional extended hours may be required; work may involve collaborating with a team and potentially large groups. Equipment, Tools, and Materials
Typical equipment includes telephone, computer, printer, and copy machine. May occasionally drive a County vehicle.
