Role: Program Manager for Situational Awareness within the Office of Emergency Preparedness and Resilience (OEPR), reporting to the Deputy Director for Strategic Planning, Policy and Programs (DDSPPP). This role leads the DC Health Situational Awareness segment of OEPR, guiding public health readiness, response, and resilience operations and coordinating with the Health and Medical Coalition, the Hospital Preparedness Program (HPP) grant deliverables, the Health Emergency Coordination Center (HECC), and related informatio n systems and platforms while leveraging advancing technology to strengthen emergency preparedness and recovery. Job Summary
This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Emergency Preparedness and Resilience (OEPR). DC Health promotes health, wellness, and equity across the District and protects the safety of residents, visitors, and those doing business in the nation’s capital. The incumbent will lead the Situational Awareness program, develop long- and short-term goals, supervise staff, coordinate activities across DC Health and external partners, and ensure readiness for emergencies within the District. Major Duties And Responsibilities
Plan, organize, and supervise the operations of the Situational Awareness programing. Establish long- and short-term program goals; develop or modify programs to adapt to evolving public health emergencies. Serve as a Duty Officer managing operational response to incidents within the District’s healthcare systems. Direct and monitor subordinates to improve performance; allocate resources to achieve timely, measurable outcomes within budget. Identify service gaps and areas for improvement; develop new program and service strategies. Oversee and serve as the point of contact for the Hospital Preparedness Program (HPP) grant funding; coordinate across DC Health and external partners. Develop and analyze data to produce program reports and respond to grant requirements; support continuous quality improvement. Direct and monitor staff to ensure readiness of the Health Emergency Coordination Center (HECC) and ensure adequate staff training with the Planning, Exercise, and Training Program Manager. Qualifications And Education
Specialized Experience:
Experience that equips the applicant with the knowledge, skills, and abilities to perform the duties of the position, typically at or related to the work of the position. To be creditable, specialized experience must be equivalent to at least the next lower grade level in the normal line of progression. Preferred Qualifications:
A bachelor’s degree in public health, public administration, emergency management, or health-related fields or a degree that provided a minimum of 24 semester hours in one or more of the listed fields, and included planning, strategic development, or public policy development. Licenses and Certifications
None required. Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting. Other Significant Facts
