Overview

You will serve as a PROGRAM MANAGER for NAVAL FACILITIES ENGINEERING COMMAND PACIFIC. Open dates: 09/29/2025 to 10/06/2025. Salary is $110,020 to $143,027 per year plus a Cost-of-Living-Allowance (COLA) of 08.64%. Location: Honolulu, HI. Travel: Occasional. Telework: Ad-hoc/situational telework at management discretion. Appointment type: Permanent. Work schedule: Full-time. Security clearance: Secret. Drug test: No. This position is in the GS pay scale with a potential promotion to a higher grade. Duties

You will guide management in effectively implementing planning efforts for current and future performance requirements. You will serve as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. You will plan and develop new processes or metrics, and coordinate with support activities that cross organizational lines. You will formulate, interpret, and communicate long-range and short-term goals, principles, policies, and objectives for delegated services and programs. Requirements

Conditions of employment

Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. You may be required to complete the Confidential Financial Disclosure Report, OGE Form 450, annually. This position may require travel to CONUS and OCONUS and may include remote or isolated sites. Travel by military and commercial aircraft may be required for extended periods. You must obtain and maintain a government travel credit card for travel and travel-related purchases. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA); certification in the Acquisition Functional Area may be required within established timeframes. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service or equivalent experience elsewhere. Specialized experience must demonstrate: Planning, engineering design, construction, acquisition strategy, environmental, and operational services in support of mission requirements;

Identifying potential problems in processes and making recommendations to improve efficiency;

Managing financial, contracting, technical and scheduling issues; and

Using persuasive arguments and negotiation techniques to reconcile differing opinions among major stakeholders.
