Overview

The Defense Health Network (DHN) – National Capital Region (NCR) is seeking a highly skilled Public Affairs Specialist to lead strategic communication initiatives and manage high-impact projects. This hybrid role requires a professional who excels in crafting compelling messages, engaging diverse audiences, and ensuring communication projects are planned, executed, and delivered on time. The ideal candidate will have a strong background in public relations, project management, and a deep understanding of healthcare or public sector communications. Responsibilities

Develop and execute public affairs strategies to promote DHN-NCR’s mission, services, and initiatives. Serve as the PM for Communications across the NCR. Write and edit press releases, talking points, newsletters, and other communication materials. Coordinate media relations, including responding to inquiries, arranging interviews, and maintaining relationships with media outlets. Craft messaging for internal and external stakeholders, ensuring consistency with organizational goals. Monitor media coverage and provide analysis on the effectiveness of public affairs campaigns. Plan and execute events, such as press conferences, media briefings, and community engagement activities. Support leadership with crisis communication strategies and plans. Support updates to Internal Website and Social Media sites, participate in Strategic, Access to Care and Emergency Management Communications Meetings. Compile weekly external communication reports and submit products to the PAO for review prior to posting on the website and/or intranet. Update content on external webpages and social media; assist with NCR PAO meetings and attend DHA & NCR meetings. Generate editorial ideas for articles and discuss/refine ideas with lead PAO. Meet daily and weekly deadlines and manage ADHOC suspenses to support the mission. Develop news-pegs, angles, and balanced articles from multiple sources, including interviews with market staff members (military and civilian), patients, and visitors for news releases, feature stories, and special publications. Schedule interviews with Subject-Matter Experts, collaborating with other PAO offices with approval from the Government Lead. Write, rewrite, and edit copy based on AP Style, using active sentences, leads, bridges, transitions, and standard news formats. Assist visitors and callers, handle media queries, coordinate/moderate press interviews, arrange media visits; generate 2-3 editorial ideas per month; deliver social media posts weekly or as needed based on the mission. Assist an average of 10 callers per day; assist with 4 DV visits per month; update Website and Social Media sites several times a day; distribute approximately 2 communications reports weekly. Oversee, research, plan, write, execute, and evaluate a wide number of communications plans, operations plans, and community relations plans, with emphasis on measurable results. Develop messaging, communications plans, and supporting media/products for targeted audiences. Coordinate with DHA public affairs leaders on dissemination of critical information, plans, activities, and community relations initiatives. Coordinate dissemination of information with MTFs to ensure DHA messages are communicated to internal audiences and support the Military Health System message. Formulate strategies for major issues and coordinate messages and themes for the Market office executed through the MTFs; provide strategic counsel to senior leaders of the Market MTFs. Develop speeches and briefings to communicate key themes and messages to diverse audiences; coordinate public website content to support MHS/DHA objectives. Enhance the effectiveness and efficiency of communications and community relations plans with an emphasis on measurable results. Define strategic partnerships and alliances within current and future Agency and Market contexts. Coordinate with MTF and DHA communications and marketing teams to disseminate messages to MTFs within the NCR Market Office and provide feedback as appropriate. Provide input to multiple websites and oversee all social media platforms used by the MTFs under the Market Office; ensure consistent HA/MHS/DHA messaging across venues. Coordinate with the DHA Headquarters SRATCOM team for communications product support; review, analyze, and evaluate market office accomplishments in line with Military Health System and DHA programs. Assess media coverage and recommend methods to increase public awareness and stakeholder support. Develop and execute a network-based operations model for strategic communications to patients and staff across multiple venues and products to optimize the NCR Network and DHA performance. Analyze and resolve conflicting input from MTF staff and other stakeholders to achieve consensus and support public affairs objectives. Develop and manage Market Office communications planning programs, contributing to MHS/DHA strategic plans involving Market Military Treatment Facilities. Develop and apply new approaches to complex public affairs problems and strategically release information to inform internal and external audiences about MHS/DHA programs including the Defense Health Plan. Provide crisis communications planning support, including time-critical resolution of unfavorable media incidents that may escalate to national media or Congressional interest. Analyze Market Office and subordinate MTF public affairs problems to determine new approaches for informing key groups about MHS/DHA programs. Foster relationships with medical organizations, military service organizations, veterans organizations, federal and non-governmental organizations at regional levels to communicate about MHS/DHA programs. Develop and coordinate communications plans with local subject matter experts to disseminate information to wide audiences and incorporate latest developments into effective plans. Provide supporting materials as required and maintain relations with various media outlets to inform the public about MHS/DHA programs and initiatives; identify public perception issues and propose integrated strategies for communications and outreach. Educational and Certification Requirements

Bachelor’s degree in communications, Public Relations, Project Management, or a related field. 5+ years of experience in public affairs, project management, or a combination of both roles. Strong written and verbal communication skills, with the ability to tailor messages to diverse audiences. Proven ability to manage multiple projects simultaneously in a fast-paced environment. Proficiency with project management tools and software, as well as digital communication tools. Familiarity with healthcare systems or military communications is highly desirable. Project Management Professional (PMP) certification. Knowledge of principles, methods, practices, and techniques of strategic communication to facilitate and implement a command information program for various audiences. Knowledge and skill for developing written, oral and social media materials to convey complex information and clarify the organization’s operations, programs, and activities. Ability to develop and maintain effective relationships with representatives at all levels from on- and off-installation organizations. Strong oral communication skills for one-on-one and group interviews and ability to explain goals and objectives to supervisors, staff, and contractors. Demonstrated strong prioritization and time management abilities.
