WSDOT is currently seeking multiple Transportation Engineer 2s to conduct Program Monitoring for the Northwest Region Program Delivery Office in Shoreline, WA. The Northwest Region Program Delivery office manages and oversees the current Highway Construction Program, which includes day-to-day management of the scope, schedule, and financial controls of the projects through design, right-of-way acquisition, and construction phases of development. This position prepares, processes and archives work order authorization packages for the sub-program manager. The work includes updating the various reporting systems to ensure that action requests on the work orders are properly documented. The position also monitors, maintains, and updates project information in the Capital Connect (CC) related to the project scope, schedule, cost estimates and expenditure aging to ensure that all data is accurate and reasonable, based on information from various sources. What to Expect
Among the varied range of responsibilities held within this role, the Program Monitor will: Prepare, process and archive work order authorization packages. Use accounting system tools, Transportation Executive Information System (TEIS), CC, TRAINS, FIRS, and IBM Cognos to verify that the request is adequately funded; review data and prepare reports to support changes in funding authorization. Establish and maintain effective relationships with internal and external office staff to successfully obtain the information needed to report on project changes. Monitor, maintain and update project information in the Capital Connect (CC) relating to project scope, schedule, cost estimates and expenditure aging to ensure that all data is accurate and reasonable, based on information from various sources. Prepare correspondence as directed relating to project scope, estimates and scheduling information. Provide guidance and information to other offices relating to the Highway Construction Program. Monitor and manage group setups for staff augmentation task orders associated with NWR General Engineering Consultant (GEC) agreements. Coordinate with agreement managers and the consultant liaison office to ensure timely group setup for invoice payment; monitor and manage group setups and biennial aging for the plant establishment program. Coordinate with the landscape office to ensure biennial aging is up to date and expenditures are being charged to the correct groups. Qualifications
To be considered for this opportunity, the following competencies are required: Technical Competencies
Understanding of transportation engineering principles and practices, typically demonstrated through experience as a Transportation Engineer 1 or Transportation Technician 3, Engineer-in-Training (EIT) certification, or an advanced degree in civil or transportation engineering. Ability to monitor, maintain, and update project scope, schedule, cost estimates, and expenditures in systems such as CC, FATS, TEIS, and TRAINS to ensure accuracy and compliance with program requirements. Skill in preparing, processing, and archiving work order authorization packages, reviewing data, and verifying adequate funding using accounting system tools and IBM Cognos. Analytical and Problem-Solving Competencies
Ability to compile and analyze information from multiple sources, identify discrepancies, and prepare accurate reports, correspondence, and recommendations to support program and project decision-making. Competence in reviewing project documentation and financial data to ensure accuracy, completeness, and compliance with WSDOT standards and policies. Communication and Collaboration Competencies
Proficiency in articulating technical and financial information clearly and concisely through reports, correspondence, and presentations. Ability to establish and maintain effective relationships with internal staff, consultants, and external offices to gather information, resolve issues, and ensure timely completion of program requirements. Organizational Competencies
Ability to shift priorities and adjust to changing program needs, assignments, and deadlines while maintaining accuracy and efficiency. Skill in managing multiple assignments, deadlines, and reporting responsibilities while ensuring compliance with program procedures and timelines. Technology Competencies
Proficient use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and specialized WSDOT systems (CC, TEIS, TRAINS, IBM Cognos) to process, track, and report project and financial information. This position offers flexible/hybrid remote work options. The salary listed includes the legislative approved 5% salary premium for positions in King County. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable compensation agreements.
