Position Purpose The Finance Lead Worker for the Commerce OneWA Project serves as the Department of Commerce’s principal subject matter expert and liaison for the agency’s financial systems transition from the Agency Financial Reporting System (AFRS) to Workday as part of the statewide OneWA initiative. This position leads the transition, ensuring financial operations, data, and business processes are accurately mapped, transitioned, tested, and adopted within the Workday environment.

Key Responsibilities

Serve as the Budget and Accounting project expert for Commerce’s transition from AFRS to the Workday accounting system as part of the OneWA initiative.

Act as the Finance subject matter expert and primary liaison between Commerce, the OneWA Office of Financial Management (OFM) teams, internal business units, IT staff, and external contractors to ensure financial system requirements and agency business needs are addressed.

Interpret, analyze, and validate financial processes and data in accordance with GAAP, federal regulations, WAAM, and internal policies to ensure compliance and accuracy during and after the transition.

Lead finance team efforts in system testing, data conversion and validation, and post-implementation support for financial modules in Workday.

Develop and implement new procedures, processes, and documentation reflecting Workday functionality and updated workflows.

Design and deliver Commerce-specific training on Workday financial functions and facilitate all-staff training events prior to go-live.

Provide timely guidance and technical support to Accounting, Budget, IT, and Program staff regarding Workday functionality and OneWA updates.

Track and report on employee participation in OFM-mandated OneWA training to meet statewide compliance requirements.

Additional Leadership and Collaboration

Leads and represents Commerce Financial Services in all OneWA Workday information-sharing and system remediation efforts, coordinating with OFM and internal stakeholders.

Engages in Commerce-specific and OFM OneWA Workday meetings as a strategic participant and financial subject matter expert.

Prepares and distributes meeting documentation, analyzes information, and advises agency leadership on required actions and implementation strategies.

Communicates updates and decisions via internal channels and supports system remediation meetings with financial expertise.

Collaborates with Commerce IT to support remediation of interfaces and configurations impacted by the transition.

Serves as the primary Financial Services liaison to the OneWA Business Contractor and develops guidance documents to ensure consistent application of statewide accounting policies.

Foundation Data Model (FDM) Governance

Leads the development, maintenance, and governance of the agency’s Foundation Data Model (FDM) within the Workday financial system to reflect Commerce’s budget structure, appropriation controls, and reporting needs.

Acts as the primary point of contact for creation, maintenance, and oversight of the FDM within Workday.

Collaborates with the Budget Office to incorporate fiscal year appropriation updates and ensures timely submissions to OFM.

Advises staff on proper use of FDM elements for cost coding and maintains documentation and controls related to FDM management.

Required Position Qualifications Nine (9) years

of combined experience and/or education as described below:

Experience:

At least three (3) years of professional-level state or public sector accounting and two (2) years of experience in two (2) or more of the following areas or work related to the position:

Leading project planning and objective setting

Analyzing policies, laws, rules or regulations

Business policy development

Managing business operations

Developing work plans

Providing technical advice and/or training

Conducting business analysis and developing requirements

Education:

Business administration, accounting, auditing, budgeting, public administration, law, or related fields. Qualifying education post high school or equivalent may be substituted year-for-year for experience.

Preferred/Desired Qualifications

Experience with Workday’s Foundational Data Models.

Two years of experience using HRMS and Business Intelligence data warehouse.

Two years of experience with governmental accounting and Washington state financial systems (e.g., AFRS, Financial Toolbox, Enterprise Reporting).

Experience with State and federal policies and laws including SAAM and WAAM for Workday.

Knowledge of accounting theories and practices (internal controls, separation of duties, cash handling).

Intermediate skills in Microsoft Office (OneDrive, Teams, SharePoint, Excel, Word, Outlook).

Location and Employment Details This position is based in Olympia and requires in-person attendance at OneWA meetings and training. Many Commerce employees work remotely or on a hybrid schedule.
