Position Summary Are you a trained emergency professional with a focus on communication? The Portland Bureau of Emergency Management is looking to hire a Preparedness and Response Coordinator. Some of the duties include:

Maintain public alert and warning systems. Test and evaluate alert and warning systems to ensure operational readiness. Coordinate with federal, state, and local partners to ensure consistent messaging. Issue accurate, timely, and clear emergency alerts across multiple platforms.

Support operational communications systems (email, priority telecommunications services, and cellular network devices) in conjunction with the Bureau of Technology Services.

Conduct training for staff and partner agencies on emergency alert procedures and technologies.

Design, develop, conduct, and evaluate citywide drills, trainings, and exercises.

Work closely and successfully with EOC responders, City bureaus, private sector and regional partners during the training and exercise design process working closely with internal and external stakeholders to advance the goals of the unit.

Implement and coordinate participation with vendors, agencies, and organizations.

Establish Citywide operational guidelines (OGs) and guidelines that comply with Federal Emergency Management Agency guidelines, National Incident Management System (NIMS), State regulations, regional emergency management plans, City code and developed procedures, and PBEM response plans.

Test response plans, EOC procedures and responders through an integrated training and exercise program.

Make or recommend updates based upon quantitative and qualitative exercise results.

Ensure compliance with Civil Rights Title VI and ADA Title II in all Operations functions and foster an environment respectful of living and working in a multicultural society.

About the Bureau

The mission of the Portland Bureau of Emergency Management (PBEM) is to promote disaster readiness, coordinate response, and build resilience for Portland. PBEM develops and implements plans, programs, and policies to advance the city’s mitigation, preparedness, response, and recovery capabilities. PBEM works before, during, and after emergencies to minimize negative impacts to the community and build a resilient Portland.

Qualifications Applicants must describe in their supplemental question responses and résumé how their education, training, work experience and/or lived experience meet each of the following minimum qualifications:

Certification

of completion FEMA Professional Development Series and Incident Command System (ICS) Trainings 100, 200, 300, 400, 700, 800

Required 3-5 years of professional or volunteer experience working on emergency management, community resilience, public health, public safety and related projects and working as part of a multidisciplinary team

Ability

to analyze complex or technical issues and problems, evaluate alternatives, and recommend policies, strategies, and effective courses of action

Ability

to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines

Ability

to analyze, explain, and apply relevant laws, ordinances, policies, and procedures

Ability

to establish and maintain effective working relationships with Bureau/Office managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work

Experience

drafting and disseminating public emergency alerts

Although not required, an ideal candidate may have the following:

4-year degree in emergency management, social services, public safety, public health, or public administration

STEP 2:

Minimum Qualification Evaluation: Week of September 29th - Week of October 6th

An evaluation of each applicant's training and paid and unpaid experience, as demonstrated in their resume and supplemental questions, weighted 100%.

Your resume and responses to the supplemental questions will be the basis for our evaluation of your qualifications for this position. Incomplete or inappropriate information may result in disqualification.

You have 14 days from the notice of the minimum qualification evaluation results to let us know if you would like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.

Additional evaluation may be required prior to establishment of the eligible list and/or final selection.

STEP 3:

Establishment of Eligible List: Mid-October

Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

STEP 4:

Selection (Interview): Early November

Hiring bureau will review and select candidates for an interview

STEP 5:

Offer of Employment: Mid-November

Some positions will require those offered employment to complete and sign a criminal background statement before being considered for employment.

STEP 6:

Start Date: Early December

A start date will be determined after all conditions of employment have been met.
