Preparedness and Response Coordinator (Coordinator III - CPPW) — City of Portland The Portland Bureau of Emergency Management is looking to hire a Preparedness and Response Coordinator. Are you a trained emergency professional with a focus on communication? This full-time role involves developing and exercising citywide emergency preparedness and response capabilities, coordinating with partners, and ensuring compliant and effective emergency communications and procedures. Responsibilities

Maintain public alert and warning systems. Test and evaluate alert and warning systems to ensure operational readiness. Coordinate with federal, state, and local partners to ensure consistent messaging. Issue accurate, timely, and clear emergency alerts across multiple platforms. Support operational communications systems (email, priority telecommunications services, and cellular network devices) in conjunction with the Bureau of Technology Services. Conduct training for staff and partner agencies on emergency alert procedures and technologies. Design, develop, conduct, and evaluate citywide drills, trainings, and exercises. Work closely with EOC responders, City bureaus, private sector and regional partners during the training and exercise design process, coordinating with internal and external stakeholders to advance unit goals. Implement and coordinate participation with vendors, agencies, and organizations. Establish citywide operational guidelines (OGs) compliant with FEMA, NIMS, state regulations, regional plans, City code, and PBEM procedures. Test response plans, EOC procedures, and responders through an integrated training and exercise program. Recommend updates based on quantitative and qualitative exercise results. Ensure compliance with Civil Rights Title VI and ADA Title II in all operations and foster an inclusive environment. About the Bureau

The mission of the Portland Bureau of Emergency Management (PBEM) is to promote disaster readiness, coordinate response, and build resilience for Portland. PBEM develops and implements plans, programs, and policies to advance the city’s mitigation, preparedness, response, and recovery capabilities. Qualifications

Minimum qualifications Certification of completion FEMA Professional Development Series and Incident Command System trainings 100, 200, 300, 400, 700, 800 Required 3-5 years of professional or volunteer experience in emergency management, community resilience, public health, or related projects; ability to work in a multidisciplinary team Ability to analyze complex or technical issues, evaluate alternatives, and recommend policies and actions Ability to exercise independent judgment, problem-solve, and take initiative within established procedures Ability to explain and apply relevant laws, ordinances, policies, and procedures Ability to establish and maintain effective working relationships with diverse stakeholders Experience drafting and disseminating public emergency alerts Preferred qualifications 4-year degree in emergency management, social services, public safety, public health, or public administration Job Details
