The Work You Will Do This position will be responsible for serving as an advisor for planning, analyzing, balancing, coordinating and authorizing federally funded projects within the District's Work Program in accordance with the appropriate Federal Transportation Act, section 339.135, F.S., and the Work Program Instructions.

Your Specific Responsibilities

Serve as the principal staff advisor for planning, analyzing, balancing, coordinating and authorizing federally funded projects within the District’s Work Program in accordance with the Federal Transportation Act section 339.135, F.S., and the Work Program Instructions.

Advise, analyze and plan in conducting research, analysis and management reports related to the Work Program for the District Work Program Administrator, District Secretary, Directors and other agency areas.

Manage all federal programs, including requests or issues arising, and ensure federal funds are assigned to eligible projects and properly programmed.

Monitor cost estimates, supplemental agreements and federal billing reports; analyze the District Work Program to align with OA and AC plans and maximize federal funding opportunities.

Provide guidance for STIP and MPO/TPO/TIP processes; coordinate amendments with MPO/TPO liaisons as needed.

Research and analyze federally funded projects for overruns, inactivity, and ensure prompt billing; deobligate excess obligations as needed.

Ensure timely processing of documents to authorize project phases; coordinate with Central Federal Aid Programs Office and FHWA to resolve issues and improve efficiency.

Monitor earmark and special federal program projects through completion or closing.

Coordinate with District and state partners to ensure eligibility, documentation and final voucher processes are completed promptly.

Serve as primary liaison during emergencies and disasters to ensure proper programming in the FM system and maximum federal participation.

Develop district procedures and provide training on project authorization documents and federal participation requirements.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities Knowledge of:

FHWA policy and procedure

Extensive accounting, budget management and reconciliation

Department financial management systems and FHWA management systems

Work Program Instructions and reporting functions

Planning and program development processes

Technical terms and concepts in transportation

Advanced knowledge of Microsoft Excel

Advanced knowledge of Microsoft Word

Microsoft PowerPoint

Skilled in:

Handling emergency/disaster requests and paperwork

Monitoring cost estimates and supplemental agreements for problem solving

Microsoft Excel, Word, and PowerPoint

Ability to:

Set up and effectively run meetings, teleconferences, videoconferences, and workshops

Communicate effectively verbally and in writing with all levels within FDOT

Work independently, set priorities and meet deadlines

Other Job-Related Requirements

This position is an emergency responder position and may be required to respond before, during and following emergencies

Minimum Qualifications Seven (7) years of experience in Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development. A bachelor’s degree from an accredited college or university in any of the above-mentioned fields can substitute for four (4) years of the required experience. A master’s degree can substitute for six (6) years.
