Local Program Coordinator – District Four / Transportation Development / Program Management / Local Agency Programs. This position will coordinate with the District Legal office, District Local Program Administrator, Department Project Managers, various other Department personnel and local governments to prepare and execute all local program agreements and supplemental agreements ensuring that agreement language, funding, and Scope of Services language is clear and concise. District Four / Transportation Development 3400 West Commercial Blvd. Annual Salary and Benefits
Annual Salary Range: $55,892.20 - $72,331.08 A Competitive Area Differential (CAD) of $1,976.00 will be added to the annual salary. This position is in the Career Service and includes the State of Florida retirement package, health insurance, life insurance, dental, vision, other insurances, paid holidays, vacation and sick leave, and tuition waiver opportunities. Your Specific Responsibilities
Coordinate with the District legal office, District Local Program Administrator, Department Project Managers, other Department personnel and local governments to prepare and execute all local program agreements and supplemental agreements, ensuring language, funding, and the Scope of Services are clear and concise. Ensure project documentation meets standards described in the Joint Participation Agreement (JPA) Procedure and the Local Agency Program (LAP) Manual; programs include LAP, SCRAP, SCOP, CIGP, TRIP, EDTF, reimbursement agreements, and locally funded agreements. Coordinate execution of amendments, closeouts, and related documents; review time extension requests for JPA/LAP projects and provide recommendations to the District Local Program Administrator. Coordinate with District and local agency staff to obtain and review documentation for Professional Services Contracts for LAP projects; ensure local agency advertising and award procedures comply with federal requirements. Monitor active JPA/LAP agreements; audit, reconcile and process invoices; prepare summaries of contractual services and ensure timely payments to avoid reports such as Non-Activity and FIRE. Perform closeout reviews with Central Office staff to address and resolve revenue and expenditure issues. Coordinate with project managers to ensure funds for local agency projects are programmed correctly in the Department’s Work Program. Input agreements, amendments, and related documentation into electronic document management systems (e.g., PSEE, LAPIT, FACTS). Ensure JPA/LAP requirements are met for PD&E, Design, Right of Way, Construction, and Construction Engineering phases, including all state and federal procedures; obtain required documentation for utility, railroad, and right-of-way activities. Review JPA/LAP invoices with Design Project Manager and/or Construction Inspector for payment approvals. Monitor projects and commitments to ensure minimum roll forward and certified forward amounts each year. Prepare documents for authorization of projects prior to encumbering funds; monitor Work Program to ensure funds are in Adopted status; input data to encumber funds before executing agreements. Coordinate the EDTF program administration, including application review, scope and agreement development, funding encumbrance, and invoice processing; coordinate ERP and related audits and inquiries; support Single Audit Act requirements with Central Office. Coordinate with Local Agency for LAP Certification, Re-Certification and final approval of administrative checklists; assist in performance evaluations and training for LAP agencies to maintain certification status; identify process inefficiencies and recommend improvements; assist with JPA/LAP program processes and procedures. Six years of experience in engineering, contract administration or development, finance, economics, public administration, urban planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development. A bachelor’s degree can substitute for four years of experience. Post-graduate education may substitute for experience on a year-for-year basis. Special Requirements
