Overview

You will serve as a CONTRACT SPECIALIST at NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Responsibilities

Analyze contractor proposals to determine reasonableness, allowability, and allocability of costs. Select solicitation provisions and contract clauses to cover special conditions (e.g., inspection and acceptances, quantity variation, etc.). Document source selection decisions to draft contract details (e.g., agreed upon terms, conditions, special provisions, and negotiated prices). Direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications, and contract closeouts. Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, including: 1) Conduct acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 2) Award contracts for procurements of extensive construction, architect-engineer services, facility support contracts, etc., supporting Small and Disadvantaged Business Programs whenever possible; 3) Administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and 4) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Note: DoD exceptions may apply for individuals entering GS-1102 positions on or after October 1, 2000.
