Overview

STV is seeking a Federal Marketing Proposal Manager to join our Buildings group. This hybrid role (3 days in office per week) is available in Washington, DC; Baltimore, MD; Owings Mills, MD; Philadelphia, PA; or Douglassville, PA offices. This position focuses on leading and collaborating with pursuit teams. STV’s diverse markets offer a seasoned professional the opportunity to grow and collaborate on exciting projects throughout the U.S. The role is intended to primarily support the fast-growing Federal market with the majority of time spent on DoD and Non-DoD pursuits, while also supporting non-Federal pursuits when needed. Responsibilities

Proposal & Marketing Deliverable Development: Manage and lead the development of clean, compliant, and compelling responses to solicitations from public and private buildings clients and prospective clients. Activities include coordinating the marketing team (graphic designers, proofreaders, junior staff), analyzing solicitations, developing schedules, outlines, and compliance matrices, collaborating with pursuit and project teams to integrate sales themes and content, assigning writing tasks (approach(es), project descriptions, resumes), identifying teaming partners and coordinating RFIs, tailoring non-technical narratives (e.g., cover letters), guiding technical narrative development, and coordinating with designers to develop impactful graphics. Coordinate and lead color review meetings; schedule debriefs; implement approved changes with the pursuit manager and team. Ensure all submission elements are proofread and edited; ensure compliance with all solicitation requirements and STV’s brand guidelines. Interview Preparation: Lead development of clean, compliant, and compelling interview presentations. Tasks include drafting storylines, coordinating with graphic designers and the presentation team, planning rehearsals, coaching participants on content, timing, and Q&A, and, if possible, serving in capacities such as PowerPoint operator, timer, and room setup. General Marketing Support: Develop federal project descriptions and resumes for the firm’s database and maintain marketing documents. People Management: Model professionalism for junior staff and mentor; collaborate with peers and managers to support junior staff development. Marketing Management: Participate in client strategic planning with managers and business development staff to evolve long-term client relationships; participate in client debriefs to apply lessons learned to future submittals. Pursuits & Pre-solicitation Positioning: Provide logistical and administrative pursuit development support and participate in pre-RFP positioning sessions (competitor analysis, strategy development, and value propositions); schedule and facilitate pursuit development meetings, Go/No-Go decisions, kick-offs, and strategy updates. Qualifications

Experience managing federal government proposals in the architecture/engineering/construction management (AEC) industry is required. Knowledge of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFAR). Knowledge of SF330 forms; SAM.gov, GovWin. Minimum 8 years of proposal management experience, including development of federal proposals from inception to submission; design-build experience a plus. Bachelor’s degree, preferably in English, journalism, liberal arts, or related field. Strong proficiency in Microsoft Office (Word, Outlook, PowerPoint) and Adobe InDesign. Compensation

Compensation Range: $98,010.59 - $130,680.78 Additional Information
