Overview
STV is seeking a
Federal Marketing Proposal Manager
to join our Buildings group. This position is hybrid (3 days in office) in our Washington, DC; Baltimore, MD; Owings Mills, MD; Philadelphia, PA; or Douglassville, PA offices. This role leads and collaborates with pursuit teams on federal marketing proposals and supports both DoD and non-DoD pursuits as needed. Responsibilities
Proposal & Marketing Deliverable Development Manage and lead the development of clean, compliant, and compelling responses to solicitations from public and private buildings clients and prospective clients. Coordinate the marketing team (graphic designers, proofreaders, junior marketing staff) throughout the proposal development process. Analyze solicitations and develop schedules, comprehensive outlines, and compliance matrices. Collaborate with pursuit and project teams to identify sales themes and integrate them into responses. Assign writing responsibilities for content development (approach(es), project descriptions, resumes) and manage teaming partner involvement (RFIs, distribution, coordination). Develop creative non-technical narratives (e.g., cover letters, section introductions) and guide technical narrative development. Coordinate with graphic designers and project staff to create impactful graphics; facilitate color review meetings and implement approved changes. Ensure all submission elements are proofread, edited, and compliant with solicitation requirements and STV brand guidelines. Interview Preparation Develop clean, compliant interview materials; draft storylines and storyboards; coordinate with graphics and presentation teams; schedule and facilitate rehearsals; provide coaching and support for content and timing; assist with room setup and Q&A coaching; serve in roles such as PowerPoint operator, timer, or room setup when possible. General Marketing Support Support federal project descriptions and resumes for the firm’s database and maintain marketing documents. People Management Model professionalism and mentor junior staff; collaborate with peers and managers to advocate for staff development. Marketing Management Participate in client strategic planning to evolve long-term relationships and capture lessons learned for future submittals; engage in client debriefs. Pursuits & Pre-solicitation Positioning Provide logistical pursuit development support and participate in pre-RFP strategy sessions (competitor analysis, strategy development, value propositions). Schedule and facilitate pursuit development meetings (Go/No-Go, kick-offs, strategy updates). Qualifications

Experience managing federal government proposals in the architecture/engineering/construction management (AEC) industry is required. Knowledge of the U.S. Government’s competitive acquisition process, including FAR/DFAR. Knowledge of SF330 forms; SAM.gov, GovWin. Minimum 8 years of proposal management experience, including development of federal proposals; design-build experience is a plus. Bachelor’s degree, preferably in English, journalism, liberal arts, or related field. Proficiency in Microsoft Office Suite (Word, Outlook, PowerPoint) and Adobe InDesign. Compensation
Salary range:
