Reporting to the HR Operations Manager, this Senior Human Resource Consultant / HRMS Lead position will provide expert guidance and support to managers and employees on complex HR matters, including but not limited to employee relations, leave, recruitment, compensation, performance management, investigations and compliance requiring discretion, confidentiality and independent judgement. As a senior HR team member, this role will also serve as a lead over the Human Resource Management System (HRMS – payroll system) responsible for accurate and timely processing of personnel actions. Role and responsibilities include, but are not limited to: HRMS Lead
Audits all personnel and position actions to ensure they are processed timely and accurately. Performs proactive intervention and/or provides solutions when errors and issues arise. Creates and implements standards and procedures to increase turnaround time, accuracy of reports and streamline internal processing. Provides advice on applicable agency policy, WAC and RCW’s as they pertain to complex personnel action processing. Review all agency appointment letters for staff changes. Drafts unique letters and memos as necessary. Ensure content is accurate, complete and comply with applicable regulations. Support day-to-day HR operations by providing backup support for employee onboarding, offboarding, and personnel actions. Responsibility to train, assign, review, and guide the work of the main HRMS and onboarding processor. Senior HR Consultation
Acts as the first point of contact for managers and employees in assigned groups, providing expert guidance on complex HR matters to ensure actions are fair, consistent, legally compliant, and aligned with agency values and ethical standards. Educate agency managers and employees on HR programs, policies, and practices ensuring alignment with agency goals and best practices. Interpret HR rules and regulations to recommend compliant actions. Meet with managers and employees to assess needs and develop strategies that promote effective relations, equity, access and inclusion. Assist managers with performance management tools, including letters of expectation and work plans. Provide managers support in facilitating productive conflict resolution strategies, host mediations, manage difficult workplace interactions, and document formal outcomes. Elevate to HR management as needed. Conduct HR investigations into alleged agency policy violations or workplace employment issues. Ensures accurate position descriptions are created and maintained for positions within the assigned customer group. Assists managers in completing employee position descriptions and establishing job specific competencies. Reviews position descriptions and allocation or reallocation requests for assigned groups and prepares classification recommendation HR Operations Manager approval. Conducts duties test to determine position overtime eligibility status. Ensure supporting documentation is saved and on file for all assigned positions. Provides expert level advice to employees and managers on FMLA, PFMLA, and Shared Leave programs, explaining federal/state regulations, agency policies, and procedures. Maintains detailed medical records for assigned customers and serves as case manager, coordinating with employees, managers and health care providers. Processes and determine eligibility for protected leave requests. Processes reasonable accommodation requests, consult with employees and management, identify barriers to performing essential functions and recommend potential accommodation solutions. Coach and mentor team members as requested by HR Operations Manager in support development and team growth. Provide support as needed to HR staff advising on recruitment strategies for complex or hard to fill roles. Ensure hiring processes align with equity, access, and inclusion goals. Responsible for the accuracy of HR data – conducts data monitoring and develops methods for reporting. Coordinates monthly leave reports. Conducts analysis into proper leave coding. In collaboration with peer HRC4 and/or Manager. Conduct follow-up as necessary to address any concerns and/or work with managers and staff to correct coding errors. Responsible for creating and maintaining a dashboard displaying key HR workforce metrics. Prepare narrative reports or write analysis as requested by HR management. Serves as subject matter expert utilizing WWA to pull data queries and custom reports. A copy of the full position description can be requested from the applications unit. Required qualifications
High School diploma or equivalent, and Minimum of two (2) years of experience working within the WA State Human Resources Management System (HRMS), processing personnel actions, payroll, or organizational management to ensure accuracy, compliance, and proper processing of information, and Minimum of one (1) year of experience being responsible for auditing entries within the WA State Human Resources Management System (HRMS), and Basic proficiency in Microsoft Office suite (SharePoint, Word, Excel, Outlook), and Expert-level HR Competency - Typically gained through seven (7) years of progressively advanced professional HR work experience*, formal education**, or combination of both. *Experienced defined as: demonstrated ability advising management over a broad range of HR functional areas, including increasingly complex topics. Functional areas must include a minimum of four of the following: Interpreting and applying WA state and federal laws in an HR capacity Protected leave and reasonable accommodations Data management Personnel actions and onboarding Performance management Classification and compensation within WA State public sector Personnel investigations Processing of disciplinary actions Formal education defined as: must be with an emphasis on human resources, labor relations, organizational development, business, public administration, or related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA). Up to five (5) years of relevant education may substitute year for year for experience. (Associates degree = 2 years; Bachelor’s degree = 4 years; Master’s degree = 5 years) Preferred qualifications Three (3) or more years of experience working within WA State HRMS system. Advanced degree in human resources, labor relations, organizational development, business, public administration, or related field. Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP. Professional HR work experience in Washington State public sector. One (1) or more years of experience consulting on the medical leave to include WA State Paid Family and Medical Leave program. One (1) or more years leading or supervising assigned staff.
