Overview WA Cares Fund Quality Assurance Consultant / Social and Health Program Consultant 4 – Join the Home and Community Living Administration (HCLA) in Lacey, WA and help shape the future of long-term services and supports for Washington’s most vulnerable residents. HCLA is a newly formed administration within the Department of Social and Health Services (DSHS), bringing together the Developmental Disabilities Administration and the Aging and Long-Term Support Administration. This unified team oversees Washington State’s system of long-term care, serving individuals with disabilities and older adults through home and community-based services, protective oversight, regulatory compliance, and case management. The team is seeking a QA Consultant who practices cultural humility and has experience with QA practices, detailed-oriented work, and strong interpersonal communication, with a compassion for supporting aging adults. The position is fully remote with occasional in-person meetings on a Monday–Friday schedule.

Responsibilities

Complete QA process reviews of WCF activities statewide in compliance with policy, WAC, and RCW.

Use a variety of methods to determine case accuracy and evaluate the effectiveness of the system to minimize risk.

Provide professional consultation to promote excellence in service delivery.

Ensure compliance with federal and state requirements and consistency in policy interpretation.

Lead the QA team during process review cycles, including acting as a liaison between QA and field staff, fostering relationships with customers, and ensuring reviews are accurately and thoroughly completed.

Who should apply

One year of experience as a Social and Health Program Consultant 3 or equivalent, or

Two years of experience as a Social and Health Program Consultant 2 or equivalent, or

A master’s degree in social work, health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, or

A bachelor’s degree in social work, health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, or

A combination of professional/practical hands-on experience of nine to ten years in related fields.
