Overview

Location: Bethesda, MD Onsite Only - No remote Salary Range: $135,000-$145,000 Scope: Comprehensive IMIT Services for NCR program requirements, including Application and Web Development, Clinical Informatics, Clinical/Business Systems, End User Devices, IT Help Desk, Network Operations, Data Center Operations, and Telecommunications Engineering support. All work performed within the Continental United States (CONUS). Responsibilities

Functional Responsibility: Oversee and participate in the design, testing, upgrade and integration of new or existing telecommunication networks, systems and equipment. Document all aspects of the engineering process related to build/configuration, testing, and deployment. Coordinate changes with stakeholders, plan and implement security measures, perform modeling/analysis/planning, and evaluate emerging telecommunication technologies. Troubleshoot complex issues and coordinate vendor engagements as needed. Provide day-to-day operational or administrative duties for deployed infrastructure in lab or production environments. Lead major technology assignments and function as a technical expert across multiple projects. Level IV requires more independent thinking and may supervise others. Experience: Eight (8) years of progressive experience in the discipline. Education: Master’s degree and/or equivalency. Security: IT/IA certifications required as specified by DoD framework (see Certifications below). Other duties as assigned within the contract scope, including support for telecommunications infrastructure, network and data center operations. Qualifications

IT Security Designation: ADP/IT-II IA Technical/Management Designation: IAT III and CE Commercial (Baseline) Certificates: DoD 8140.03 baseline certifications per DoDD 8140.03 (IAT/IAM) as applicable; refer to DoD Cyberspace Workforce Framework and baseline certifications link. Knowledge/Skills: Structured Cabling (BICSI TIA/EIA 568, TIA 1179), ability to read engineering diagrams, extensive telecommunication voice solutions knowledge (Avaya, Cisco, Verizon, Lumen, Polycom, etc.), systems design tools and IT security principles; familiarity with IT policies, capital planning, IT metrics, and IT security requirements; knowledge of COTS products and industry trends. Networking/Telecom: Proficiency with LAN/WAN devices, routers, switches, firewalls; experience with Cisco-based networks, VOIP systems, PBX platforms; routing knowledge (e.g., Frame-Relay, MPLS, DS3/T1, DNS, IPSec, BGP, NAT). Physical/Operational: Ability to install network equipment, lift up to 40 pounds, work standing, use ladders up to 10 feet (as required), and provide after-hours on-call support on a rotating basis. Communication: Strong written and oral communication skills. Minimum Education & Experience
