Vice President of Program Services
provides strategic leadership and oversight for all MSS programs and services, ensuring they reflect the organization’s mission, goals, and person-centered values. This senior leadership role is responsible for program development, quality enhancement, financial stewardship, and staff leadership, while fostering a culture of continuous improvement and accountability. The position collaborates closely with the Operations Team, Board of Directors, and community partners to advance innovative, high-quality services that respond to the needs of people with disabilities. The Vice President of Program Services also serves as a visible leader within the disability services field, representing MSS with professionalism, integrity, and a commitment to person-centered practices.
Responsibilities
Program Development and Quality Enhancement
Lead the planning, development, implementation, and evaluation of all programs and services, ensuring alignment with MSS's mission, goals, and values.
Develop innovative programming and services to respond to existing and emerging trends, innovations in service delivery, and challenges in the disability community.
Ensure all programs are run in accordance with regulatory requirements, policies and accreditation/quality standards (245D licensing, contract obligations, state and county requirements).
Leadership and Personnel Management
Collaborates with the Operations Team along with leadership staff to establish and implement organizational priorities.
Provides supervision, support, and development to program leaders.
Program Development and Quality Enhancement
Identifies program development and service improvement goals and implements plans to achieve them.
Oversees the design and implementation of program evaluation/outcome measurement systems.
Oversees the provision of program services to ensure that quality is continuously enhanced.
Actively supports and promotes a culture of quality that emphasizes the impact of services on the lives of persons served.
Collaborates with leadership staff to identify new sources of income, improved efficiencies, and/or other budgetary improvements.
Collaborates with the Finance Department and leadership staff in the development, implementation, and ongoing monitoring of the programs and overall agency budget.
Professional Involvement
Participates in professional activities such as civic/trade associations, professional conferences, etc.
Acts as a liaison with other appropriate agencies and organizations to promote the interests of MSS.
Monitors industry trends and activities.
Works effectively with external stakeholders and industry partners.
Qualifications
Bachelor's degree in Human Services or a related field. Master's Degree in business, non-profit management, or related field is preferred.
Management level experience in strategic decision making, leadership, and operational management, preferably in a social services organization. Preference given to candidates with experience in a 245D-licensed organization.
Strong written and verbal communication skills to effectively interact with leadership, Board of Directors, and program staff.
Must be self-directed, and able to motivate and direct the work of others.
Strong organizational and analytical skills.
Must pass a Department of Human Services background check and a criminal background check.
Valid driver\'s license with a driving record that meets agency and insurance company standards; reliable transportation and ability to commute to MSS locations and external meetings as needed.
