The Opportunity WSDOT is currently seeking a Property & Acquisition Specialist 6 to supervise the Olympia Region (OR) appraisal program and team. This is in support of State and Federal laws requiring appraisals to estimate just compensation for property rights to be acquired for WSDOT projects as well as appraisals required to estimate market value for disposal of real property that is surplus to WSDOT’s needs. This position ensures compliance with the Uniform Relocation Assistance (URA) and Chapters 6 and 9 of the WSDOT Right of Way Manual and all regulatory requirements including the Uniform Act and Uniform Standards of Professional Appraisal Practice (USPAP). This position also oversees appraisal consultant contracts and provides technical valuation advice and recommendations to Real Estate Services (RES) and other agency managers and staff. This position is responsible for compliance to ensure Federal funding for projects is not jeopardized and all appraisal and appraisal reviewed are completed as required by WSDOT, within budget and project schedules. What to Expect Among the varied range of responsibilities held within this role, the Property & Acquisition Specialist 6 will: Review valuation needs for OR. Develop and implement plans for completing all appraisal and appraisal valuation tasks to meet project schedules. Conduct field inspections of programs and potential impacts to land/real property to develop and implement said plan. Engage external vendors for appraisal and appraisal review, and prepare contracts. Plan, prioritize, assign, and review the work staff; ensure staff perform job duties timely, accurately, and within established guidelines and communicated expectations. Assign work and monitor staff completion of scoping estimates, project funding estimates (PFE), appraisals and appraisal reviews, and appraisal waivers (AOS). Coach and mentor current and new appraisal staff; assess training needs to staff; provide training and staff development; and provide feedback and guidance. Appraisal work is performed outdoors, in inclement weather, in daytime or nighttime; work requires ability to traverse rough, steep, and uneven terrain. Qualifications To be considered for this opportunity, the following competencies are required: Technical Expertise in Appraisal Demonstrate advanced knowledge of real property appraisal practices and standards, including commercial, industrial, and residential properties. Apply Uniform Standards of Professional Appraisal Practice (USPAP) and Uniform Appraisal Standards for Federal Land Acquisitions in appraisal work. Eminent Domain & Compliance Interpret and apply eminent domain appraisal principles, procedures, and compliance requirements. Ensure adherence to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, including amendments. Analytical Decision-Making Work independently to analyze complex property valuation scenarios. Exercise sound judgment in applying appraisal practices, setting priorities, and meeting deadlines. Leadership & Team Supervision Demonstrated experience supervising professional staff through effective training, mentoring, performance management, and conflict resolution. Foster a collaborative and productive team environment. Communication & Stakeholder Engagement Clearly communicate complex appraisal findings, compliance requirements, and recommendations to diverse stakeholders. Prepare accurate, thorough, and defensible reports and documentation. Professional Integrity & Standards Uphold ethical appraisal practices in accordance with professional standards. Maintain accountability, accuracy, and fairness in all appraisal activities. It is preferred that qualified candidates also have: Experience interpreting technical and highly specialist written material and convey that material to both technical and non-technical staff and the general public. Knowledge of acquisition and relocation requirements based on current law and policies. Important Notes This recruitment may also be used to fill additional positions per business needs.
