Position Description The Director of Accounting oversees and manages the Accounting Office to support the mission of the Controller and Chief Financial Officer. The primary responsibilities include reviewing and approving all transactions within the state's accounting system (CORE), analyzing reports related to account expenditures and fund balances, implementing department-wide accounting policies and procedures, ensuring compliance with state fiscal and procurement rules, and assisting the Controller with quarterly diagnostic reports and annual exhibits. Supervision Exercised This position supervises three employees: one Senior Accountant and two Accountants. Scope of Responsibilities This management role is responsible for overseeing the Accounting Office for the Department of Higher Education. It involves performing complex, specialized work with significant accountability, including budget administration, program evaluation, policy implementation, and setting goals and standards. The work requires independence, initiative, and discretion within broad guidelines. Job Duties The following duties reflect typical work performed; omission of any duty does not preclude related work assignment. Manage workflow and lead accountants with basic to intermediate skills Assign tasks, monitor progress, review performance, and revise standards as needed Communicate with the Office of the State Controller and Office of State Audit, including: Ensuring timely and accurate finalization of monthly and annual financial records Contributing to quarterly reports for the Office of the State Controller Collaborate with the Controller to upload data for the annual audit's Provided by Client (PBC) list Interpret and understand Colorado State Government financial language Prepare financial statements in accordance with GAAP and GASB Continuously evaluate accounting processes for improvements Maintain the integrity of the Department’s accounting system per regulations and policies Create and process financial transactions in CORE, including various budget and journal entries Manage accounts receivable for cash fund divisions Reconcile ledger expenditure accounts and fund allocations Approve employee travel reimbursements and verify expenses Provide financial analysis to support decisions Ensure proper documentation and compliance with fiscal and procurement rules Support development, mentoring, and performance of accounting staff Qualifications Education and Experience A combination of experience and education likely to provide the required knowledge and abilities. Typically: Bachelor’s degree in accounting, finance, or related field with 24 semester hours in accounting, or four years of related experience can substitute for education. At least four years of accounting experience with CORE and InfoAdvantage, preferably in government finance, with knowledge of statewide fiscal rules and accounting systems. Licenses and Certifications: None required. Knowledge of: Office practices, software, and equipment including Microsoft Office State statutes, rules, policies, and guidelines Accounting standards (GAAP, GASB) State fiscal rules and financial reporting General ledger and reconciliation processes Ability to: Work independently and in teams Investigate accounting questions Translate accounting principles for staff Manage sensitive and confidential information Think critically and apply analysis Innovatively solve problems Communicate effectively Pay attention to detail and accuracy Prioritize work using time management skills Build relationships with stakeholders Interpret statutes and legislation impacts Physical and Mental Standards (Hybrid Setting) Standard office environment with typical physical and mental requirements, including sitting, standing, lifting weights, using a computer, and engaging in communication.
