DUAL CERTIFICATION OPPORTUNITY We are seeking to fill an upcoming management vacancy, 8 hours per day, 12 months per year, in our Classified Human Resources Department. Anticipated start date will be late-November/early-December.

This recruitment will also establish an eligibility list to fill future vacancies. The established list will remain in effect for six (6) months.

BASIC FUNCTION:

Under the direction of the Personnel Commission, plan, organize, control and direct Classified Human Resources operations and activities for the District including the recruitment, screening, testing, selection, processing, employment and retention of classified employees; coordinate and provide administrative support and consultation related to recruitment, staffing needs, labor relations, collective bargaining, strategic planning, Merit System, Personnel Commission, and various other classified human resources functions; supervise and evaluate the performance of assigned personnel.

EDUCATION AND EXPERIENCE:

Any combination equivalent to sufficient experience, training and/or education to demonstrate the knowledge and abilities listed in the job description. Typically, this would be gained through: a bachelor’s degree in human resources, public administration or related field and five years increasingly responsible human resources experience involving recruitment, classification, compensation and labor relations functions.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver's license.

SELECTION PROCESS:

The selection process tentatively includes the following:

Phase 1 : Training and Experience Evaluation – Committee review of completed applications and supplemental questionnaires (a limited number of top candidates will be selected for Phase 2).

Phase 2 : A Technical/General Appraisal Qualifications Interview. This results in the establishment of an eligibility list. (Tentatively scheduled for the week of October 20 - 24, 2025).

Phase 3 : Community Advisory Panel and Final Selection Interviews. The top three ranks on the eligibility list will be invited for a Community Advisory Panel interview with VUSD community partners, followed by a final selection interview with the Personnel Commission. (Tentatively scheduled for the week of November 3 - 7, 2025).

Phase 4 : Reference checks and final approval by the Personnel Commission. (Tentatively scheduled for the week of November 10 - 14, 2025).

ADDITIONAL SALARY INFORMATION

New Hires – Initial Salary Placement

The District has established criteria in place that recognizes the education and experience new employees bring to their role in supporting students and the services of the District. Upon approval of the Director of Classified Human Resources, a new employee may be provided with advanced step placement up to Step 5 based on the following criteria:

Additional qualifying experience beyond that required for entry into the class (limited to no more than one step for each two years of experience related to the classification)

Additional education at the college level beyond the educational requirements established for entry into the class (limited to no more than one step for each two years of education related to the position)

All new hires placed at Step 1 of the salary schedule will advance to Step 2 after successfully completing the six-month probationary period.

Longevity increments are offered based on years of service with the District: 3.15% after 9 years, 6.13% at 14 years, 9.20% at 19 years, 12.36% at 24 years, and 15.51% at 29 years.

Promotional and/or transfer candidates

will be placed at the appropriate step in accordance with established Personnel Commission Rules & Regulations.

Education Incentives

All active, regular classified employees are eligible for an education incentive if they possess a college degree above and beyond the stated minimum qualifications for their classification

AA/AS = 2.50%

BA/BS = 4.00%

MA/MS = 5.00%

Ed.D./Ph.D/JD = 6.00%

GENERAL REQUIREMENTS (Upon Offer of Employment)

Employment Verification: The Immigration Reform and Control Act requires that the District obtain documentation from every individual who is employed which verifies identity and authorizes his/her right to work in the United States.

Individuals selected for employment are required to submit to a tuberculosis risk assessment, and, if risk factors are identified, would then be required to submit to a tuberculosis examination to determine freedom from tuberculosis.

The District reserves the right to require a job related physical examination and satisfactory results from such an exam.

Fingerprinting: State law requires that all employees be fingerprinted. AB1610 prohibits employment until the Department of Justice completes its obligations regarding the arrest and conviction information, and from employing a person who has been convicted of a violent or serious felony, as defined.

All candidates with a conviction record for offenses other than minor traffic violations, must file a conviction record statement with their application. Such a conviction, or failure to report a record of convictions, may bar you from employment.

Other:

Eligibles will be required to provide a current DMV report and/or proof of auto insurance to the Classified Human Resources Department before being certified for a final selection interview for positions that require the employee to drive a district vehicle and/or hold a valid California driver's license.
