Overview

Associate Vice President for Facilities Planning and Operations — Tidewater Community College, Virginia's Community College System. The position reports to the Vice President for Administration and oversees all campus facilities operations, maintenance, and related capital projects across four campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, seven regional centers, and two cultural institutions. The role requires leadership in facilities planning, sustainability, safety, budgeting, and stakeholder collaboration to support the college mission and student success. Responsibilities

Facilities Planning & Development: coordinate and oversee development of the college’s biannual Six-Year Capital Outlay Plan; ensure a current master site plan aligns with academic plans; apply sustainable practices to plan, construct, and operate facilities; lead the selection of architectural, engineering services and construction contractors; oversee programming, planning, construction, testing, commissioning, and occupancy logistics for capital projects; coordinate with stakeholders and manage equipment and furnishings procurement; develop and implement occupancy logistics and ensure staff are trained on new systems; track correction of issues under construction warranties. Facilities Management & Services: plan, direct, and oversee daily facilities inspection, maintenance, repair, and non-capital construction; administer custodial, grounds, and waste management; oversee deferred maintenance planning and budgeting; manage parking, landscaping, and preventive maintenance programs; supervise facilities staff and coordinate with external contractors; ensure safety, accessibility (ADA compliance), and environmental controls; manage vehicle fleet operations and maintenance; maintain building access systems and keying records; support safety committees and college-wide facilities initiatives; ensure timely responses to emergencies and prioritization of work orders. Budget, Compliance, and Stakeholder Relations: manage Facilities Management financial accounts within annual budgets; procure materials and services; liaise with Virginia Community College System Office on leases and space transfer; ensure compliance with federal/state safety and accessibility regulations; participate in college safety and related committees; provide technical assistance on environmental matters. Project Management & Quality Assurance: oversee proposed projects from planning through occupancy, including design adequacy, cost control, and adherence to funding; ensure commissioning meets designed operations; manage warranties and post-construction issue resolution in coordination with occupants. People and Leadership: direct and supervise facilities staff; set expectations, evaluate performance, and ensure trained, qualified staff; manage relationships with internal constituencies and external agencies; participate as required on statewide and college committees. Required Qualifications

Progressively responsible leadership experience in facilities development and management of large, complex facilities, preferably in higher education and multi-location environments. Experience with master plans, development plans, and stakeholder collaboration; knowledge of facilities development and maintenance practices and applicable regulatory requirements (federal, state, local). Ability to interpret laws/regulations related to construction, renovation, procurement, health, and safety; ability to formulate policy, prepare clear reports, and facilitate meetings. Proven ability to develop long-range capital outlay plans with enrollment projections and strategic requirements; experience with preventative maintenance programs and multi-location project coordination. Ability to write clearly and articulately; strong interpersonal skills to build partnerships with internal and external stakeholders. Proven project management capabilities for renovations/maintenance across multiple sites; knowledge of community college goals and strategic needs. Master’s degree in architecture, engineering, or a related field is required. Preferred/Additional Considerations
