HRO (Mayor’s Office of Housing Recovery Operations) leads post-disaster housing recovery and preparedness; Temporary Housing Operations is part of HRO’s scope. Your team: Legal Team at HRO with dotted-line reporting to Budget & Compliance Team; collaboration with HPD Legal/ACCO and Temporary Housing Operations staff. Your Role
Set up, manage, and oversee all aspects of Temporary Housing procurement in coordination with Project Managers, Project Coordinators, and HPD Legal/ACCO. Responsibilities
Perform routine and complex professional work in temporary housing and crisis response procurement, including budget work. Review invoices to ensure deliverables, service standards, and cost reasonableness. Plan, develop and manage procurements and renewals; track procurements and agreements; ensure inventory is recorded. Advise internal agency clients on procurement methods, strategies, and contract administration. Lead highly visible procurements; ensure all necessary administrative steps are completed. Prepare and evaluate solicitations and bids; coordinate selection activities; recommend contract awards or modifications. Process procurements through administrative and oversight channels to meet business needs. Monitor vendor and procurement compliance with applicable laws and audit requirements. Prepare documentation for procurement processing and post-award actions; draft contract documents; monitor vendor qualifications. Advise stakeholders on procurement issues and provide timely solutions; develop reports on procurement processes and vendor management. Required Skills
Previous procurement experience and knowledge of City procurement systems such as DSS, FMS, and Passport. Preferred Skills
Professional-level MS Excel, Word, and Outlook; ability to learn new technology; strong interpersonal and communication skills; strong work ethic, attention to detail, and project organization abilities. Minimum Qualifications
A bachelor’s degree and two years of related community work experience; or High school diploma or equivalent and six years of related experience; or Education/experience equivalent to the above with at least one year of related experience. Additional Information
