The Position

Under general direction, performs responsible, journey-level, complex analytical, and varied professional, administrative, technical duties in support of the Public Works Department; participates in policy development and strategic planning; conducts operational audits, budget analysis, productivity studies, and other analyses; manages personnel tasks for professional, administrative, and technical staff, contractors, and consultants; coordinates activities with other divisions, outside agencies, and the public; and performs related work as required. This position supports the City’s Public Works management programs and services, including administering the Refuse and Recycling and Industrial Waste Programs, pipeline franchises, engineering consulting services contracts, maintenance contracts, water reporting/compliance, and other assigned projects; and assists in the preparation of the annual department budget and expenditure control. Management Analyst

— journey-level management classification. Responsible for independent, complex tasks and significant programs, projects, or service areas. May lead assigned professional, technical, and support staff. Distinguished from Senior Management Analyst by a lesser degree of administrative and analytical responsibility. Senior Management Analyst

— advanced journey-level professional classification. Performs with wide latitude for independent decision making and operates within general guidelines and expected results. Essential Functions

Independently develops and implements analytical studies; compiles and interprets statistical data. Conducts studies of organizational and operational issues; develops procedures and policy recommendations. Prepares detailed written reports, grant applications, staff reports, resolutions, contracts, memorandums, and correspondence. Interprets complex written information including contracts, grant applications, franchise agreements, and the Municipal Code. Assists with department budgets, including research, funding levels, and expenditure planning. Monitors department operating and capital budgets to ensure expenditures are within authorized limits. Prepares RFPs for outside consultants and administers the consultant selection process. Administers professional services contracts for departmental programs and services. Serves as department representative on committees and projects; coordinates with City departments, agencies, and the community. Reviews processes and procedures; analyzes legislation; develops funding proposals and policy options; recommends improvements. Maintains knowledge of applicable policies and procedures related to assigned duties. Attends and presents to City Council, Foundation, and Commission meetings as assigned. Prepares staff reports and related exhibits for approval. Assists Department with various assignments to carry out programs. Serves as liaison between the department, other departments, and the public; handles inquiries and resolves problems with customer service orientation. May be exposed to confidential information; maintains confidentiality as required. Performs other related duties as required. Qualifications

Education:

Bachelor’s degree from an accredited four-year college or university in business with major coursework in business, public administration, or related field. Experience:

Senior Management Analyst — at least four (4) years of professional analytical experience involving administrative, management, operations, and budgetary practices; Management Analyst — two (2) years of professional analytical experience in similar areas. Municipal government experience is preferred. License/Certification:

Valid Class C California driver’s license, acceptable driving record, and evidence of insurance required. Knowledge and Abilities

Knowledge of:

Principles and practices of municipal management; project management; administrative analysis; budgeting; contract negotiation and evaluation; public administration; and related laws and regulations. Proficiency in report writing, data analysis, and customer service. Familiarity with modern office software and document management. Ability to:

Develop goals, policies, and work standards; oversee budgeting and reporting; conduct management studies; research administrative topics; present information clearly; ensure compliance with laws and policies; establish effective relationships; organize and prioritize multiple tasks; operate standard office equipment; communicate effectively; work with diverse stakeholders. Physical and Mental Demands / Work Environment

Physical Demands:

Office setting with occasional travel to City sites; ability to lift up to 20 pounds as needed. Mental Demands:

Strong analytical, problem-solving, and multitasking abilities; ability to meet deadlines and interact professionally with diverse groups. Work Environment:

Typical office conditions; may be outdoors for city functions; noise levels may vary. Additional Information
