Summary: The Office of the Child Advocate (OCA) is an agency within the judicial branch, charged with safeguarding the welfare of Delaware’s children. It accomplishes this mission through advocacy, collaboration, evaluation, and education with a vision of safe and resilient children with supportive families. OCA operates across all three counties and includes staff across multiple divisions. The Oversight Director will provide leadership to two statewide oversight functions: the Child Abuse and Neglect (CAN) Panel and the Juvenile Trafficking Oversight Team (JTOT). This position ensures data collection and analysis, leads policy and system improvement efforts, and ensures compliance with CAPTA, CJA grant requirements, and related contracts." Responsibilities include: Direct the Juvenile Trafficking Oversight Team (JTOT): monitor MDT response to juvenile trafficking cases, assess service gaps, facilitate interagency coordination, and ensure system accountability. Oversee the CAN Panel: coordinate reviews of child abuse and neglect deaths and near deaths; ensure thorough documentation, system analysis, and development of prevention, safety, and system-improvement recommendations. Prepare reports and recommendations: translate CAN and JTOT findings into presentations and actionable strategies; develop written reports and policy recommendations for CPAC. Ensure compliance with federal and statutory requirements: monitor adherence to CAPTA and related grant requirements; oversee CAN/TOT/MOU activities. Assist with CPAC initiatives: support committees and strategic projects through data analysis and policy input. Supervise and support program staff: provide oversight, training, performance evaluation, and collaboration with other OCA staff. Manage grants and contracts: oversee deliverables and reporting for the CJA and Human Trafficking grants and ensure fiscal accountability. Collaborate with diverse stakeholders: maintain relationships with government agencies, non-profits, and partners for data sharing and policy development. Identify system gaps and trends: collect and analyze CAN and JTOT data to inform policy development and system improvements. Essentials and requirements: Bachelor’s degree in a relevant field preferred (social/behavioral sciences, public administration, etc.). Experience interpreting and applying laws, rules, regulations, standards, and procedures related to child welfare, juvenile justice, or human services. Knowledge of casework principles in multidisciplinary or oversight settings. Ability to analyze large volumes of data, identify trends, and support policy recommendations. Ability to prepare detailed reports and maintain accurate records for internal and interagency reporting. Experience managing federal or state grants, including monitoring deliverables and ensuring fiscal accountability. Supervisory experience including assigning work, conducting performance evaluations, and mentoring staff. Excellent written and verbal communication with internal staff and external stakeholders. Valid Delaware Class D driver’s license or equivalent. Conditions of Hire: A satisfactory criminal background check and child protection registry check is required.
